National President’s Message

Linda and I would like to welcome RURITANS to the MeadowView Con ference Resort and Convention Center in Kingsport, TN for our 2023 National Convention. It is so great to have you in our home area. Linda and I live 22 miles from here on the Virginia side. As we have traveled across this great Ruritan land, we have met the most wonderful people who make up our great organization. The hearts and souls of our members are all focused on making our communities a better place to live and work. The Convention Program Chair and committee, the Leadership Development Committee, the Events Coordinator and staff, plus many others have worked diligently to bring you the best conven tion possible. This convention gives us a time to obtain new ideas to take home and implement, meet new friends, rekindle old friendships and celebrate our achievements over the past year. First Timers are wearing a green ribbon. Please make a point to welcome them and talk to them. They may become that friend you will look for ward to seeing in the future. I would like to say thank you for allowing me to serve as your National President. Together we have accomplished much, but there is so much more to be done. We own our future and it is up to us to carry our great organization forward. Carry forward and continue to build your clubs with new members and make an ex tra effort for other communities to have the same opportunity. Go into these communities and help them to form a club of their own. With Ruritan guidance their community can and will thrive.

Convention Chair’s Message

Welcome to Kingsport, TN and your 2023 Ruritan National Convention! I started promoting the convention

last year by referring to it as our Ruritan Family Reunion. Family reunions are about seeing those you have not seen for a while and, perhaps, meeting family you have not ever met. But most of all having good fellowship and fun! Those you may not have met may be our first-time convention attendees. They are identified with a green tag on their name badge. Be sure to welcome them. The convention program committee, National Office Staff, and many of our dedicated volunteers, have spent many long hours planning and preparing to make this a great convention for each of you. We have an outstanding opening highlighted by U.S. Army Veteran, Ricky Davis along with an inspirational flag ceremony, business sessions, lots of workshops, First Lady’s Fellowship Luncheon with illusionist Joseph Young, foundation auctions, County Fair and our installation banquet featuring comedian Jeff Allen. We hope that you will have a lot of fun and laugh a lot! We will conduct our Ruritan business to celebrate our 2022 successes and prepare for 2023. Thank you to President Glen and First Lady Linda for leading us through a successful and transitional year with our new Executive Director Sarah Kelly as One Team, One Direction – UP! If the committee can be of any assistance during the convention, please do not hesitate to ask. What do I need to know to be successful? The VP just sits in when the President is gone – right? Wrong, learn what the full responsibility of the VP is. It may surprise you! Treasurer Training Treasurers hold more than just the keys to a club’s finances. They are looked and counted upon for their honesty and integrity. How you discharge your responsibilities can make you one of your club’s most respected and treasured leaders. Review the duties and responsibilities of your office and hear important and useful insights and personal experiences by a proven and successful treasurer. Zone Governors – Ruritan’s First Responders!! Zone Governors, like paramedics or health care workers, have a responsibility to closely monitor the health and vital signs of those clubs under their care. They need to be alert to any signs and symptoms of declining club health. They are looked and counted upon for their honesty and integrity. How you discharge your responsibilities can make you one of your club’s most respected and treasured leaders. Review the duties and responsibilities of your office and hear important and useful insights and personal experiences by a proven and successful treasurer. We will address: Why and how it was formed, when and how it will be implemented, what it means to your club and the communities you serve, who will be the recipients of relief and how the relief will be provided, and how you can support Project FOCUS. History of Ruritan 3 - 4 p.m. MeadowView Ballroom B Past Presidents Sometimes you need to know where you came from before you can move forward. This workshop will give you the opportunity to hear from and discuss with Ruritan past Presidents the journey of Ruritan. In this round table type setting, we will look at our past to our present. Come and enjoy this discussion. Planning Purposeful Projects 3 - 4 p.m. Join us for a panel discussion of the who, what, where, when and why of projects. We will explore creating a community needs survey and how to use that information to create projects that will have a positive impact on your local community. Come prepared to share your favorite projects and how you fund them. Moving Forward as One Team 3 - 4 p.m. Holston/Watauga Zack McCallie In this workshop, you will find out ideas on how to get your club working as one solid unit. Ballot Item One Approved Board Motion 22-03-06 District Convention Delegate calculation – Adult clubs Current: ARTICLE IV, Section 2 Paragraph D 2. Delegates –Adult Clubs. Each adult club shall be entitled to one (1) delegate to the district convention for each 10 club members or major fraction thereof; provided, however, that each member club shall be entitled to at least two (2) delegates at any convention. In the absence of any club delegate from the floor of the district convention, the alternate delegate from the club of the absent delegate shall be entitled to vote. Proposed: ARTICLE IV, Section 2 Paragraph D 2. Delegates – Adult Clubs. Each adult club shall be entitled to one (1) delegate to the district convention for each 5 club mem bers or major fraction thereof; provided, however, that each member club shall be entitled to at least two (2) delegates at any convention. Proposed: ARTICLE XV Parliamentary Author ity The rules contained within the National Bylaws, Policies and Procedures shall govern this orga nization in all cases. In the absence of guidance in the National Bylaws, Policies and Procedures the current edition of Robert’s Rules of Order will apply.

Method of Notification for Bylaws Amendment Current: ARTICLE XVI Amendment of Bylaws Amendments to these bylaws shall only be made at a Ruritan National Convention by two-thirds vote of the delegates present and voting, providing the proposed amendments shall have been presented to and approved by the BOD. Notice of any pro posed amendment approved by the BOD shall be published in the Ruritan National Magazine at least 30 days before the opening of the next scheduled Ruritan National Convention. Proposed: ARTICLE XVI Amendment of Bylaws Amendments to these bylaws shall only be made at a Ruritan National Convention by two-thirds vote of the delegates present and voting, providing the proposed amendments shall have been presented to and approved by the BOD.
