years before and have already been satisfied by the Auditor of Accounts and everyone it concerned. This Auditor has been fired and corrective action has been taken on the things that were legit and a new audit was to take place around the 1 st of April. Hopefully this will clear up a lot of misconceptions that are out there. Walt also reported they met in August in Richmond with Jim Stokley and with the Executive Board of Independent Insurance Agencies. This session was eye opening for them because they were led to believe a lot of misconceptions. They invited them back to a full board meeting in January which resulted in being invited back to a meeting before our conference and all indications they are on board in getting that much needed increase. Walt said the Fire board has issues with burn buildings being misused and he was able to stop a motion in creating a Policy and Procedure that anytime you use a burn building will need a 1403 compliance officer there. This will cause a hurting on training. Walt is putting together a committee and Ken will be representing the State Firefighters Association and all the other regional associations will have a representative on this committee. They will try to come up with rules and regulations for those who abuse these buildings. Bylaws – Jeff reported they met in Feb and invited Ken since he had some ideas as well. Jeff typed up the bylaw changes and had Larry Gwaltney send them out to everyone. A lot was just clean up that needed to be done. Jeff went over what was scratched out of the Bylaws. Articles 4 – Section 10; Section 12. Jeff said there were also bylaw changes rules governing contests and Jimmy Byer reported on these. Just needs to be cleaned up and change anywhere it says convention to conference. Section 5 was clarified so there would be no discrepancy in what it says. President Byer said he would like for these to be voted on by 2 separate votes. Buster Insley made a motion to accept the report from the bylaws committee. David Akers 2 nd . Approved with 1 opposed. Walt Bailey held a discussion on Section 10 about striking this section of our organization doing an internal audit. After a lengthy discussion Mike Masciola suggested: Audit committee shall perform an annual review of the books of the Association. Walt Bailey made a motion to amend section 10 to what Mike suggested. Ken Brown 2 nd . Approved. Buster Insley made a motion to mend his original motion to accept the report from the bylaws committee to include Section 10 changes. Ken Brown 2 nd . Approved; 1 Opposed. Steve Ennis said he submitted a Change bylaw to change districts: Instead of 15 districts there will be 19. What we have now is not working. Use planning districts. After a discussion Jimmy asked Steve to get a copy of the map with the planning districts and will discuss this at next meeting in August. Jimmy asked Steve to send it to him and he will send out to all the Executive Committee to look at ahead of time. Steve said you can go online to the Virginia planning district to get the map. Per Ken the Committee wanted a discussion from this group. Walt said all we are doing is making a recommendation and it will be up to the membership as to go this route or not with the districts. After a discussion Walt Bailey made a motion to include in the bylaws to expand the current districts to match the planning districts. Ken Brown 2 nd . Approved Steve also reported the official newspaper will be the Virginia Firefighter and you are encouraging the Rescue Squads to join the organizations. Should this be changed to incorporate the Rescue Squad in the name. After a discussion Jeff suggested to rename this to Virginia Fire & Rescue. Walt made a suggested to be determined by the Executive Committee. Pete suggested not to change right now may change the format later.
