PRESIDENT’S LETTER

I am honored to succeed Mr. Kermit Moore as the President of our Foundation. I accepted this responsibility with pride and hope to continue to provide leadership as demonstrated by Mr. Moore. The mission statement of the Community Foundation of the Virginias is to promote philanthropy by fostering charitable giving serving our donor’s interests, and effectively responding to our community’s needs and opportunities. Each year the foundation meets the goals of the mission statement. One goal for the year was to evaluate our operation, procedures, and policy statements, etc. The CFV rejoined the Council on Foundations and sought their opinion by providing our regular finance reports, and policy for their review. We were pleased to learn the financial reports provided to the finance committee and board of directors passed their review, they suggested adding “the Prudent Man rule” to the finance committee policy statement. The board of directors approved the suggestion and the addition was made. The Corporate Insurance policy was reviewed and found to be adequate. We reviewed our investment management arrangement with the local banks that manage and report our investments monthly. These arrangements also passed the review by the Council on Foundations with their only suggestion that we continue to monitor any conflicts of interest the local banks might have. Invested assets had significant growth over the past several years. As of December 31, 2021 the CFV had total invested assets of $15,537.43, compared to $9,987,038 as of 12/31/2018, the last year we had our annual fund-raising dinner. An increase of $ 5,550,445. The growth came in the investment portfolio, contributions to existing endowed funds, and several new endowment funds. The Foundation has experienced the best periods of financial growth in our history. Naturally, the growth in investable assets provide more funds for scholarships and grants. All news and events recently were not good or positive. On January 31, 2022 we were all shocked and left speechless by the sudden passing of Lynn Forlines. Lynn was our Administrative Assistant for the past 20+ years and was largely responsible for all our success. Lynn was the hands-on person who watched over everything and kept all the wheels turning. She was our rock of Gibraltar and will be missed. We all dealt with the COVID 19 virus pandemic and the loss of friends and loved ones. Due to the severity of COVID 19 and cancelling large group meetings, CFV has not had the annual fund-raising dinner since 2018. Naturally, we must thank our Board of Directors for their support and direction. Additionally, many thanks to Smokey Shott as our Executive Director for his leadership and attention to details. We were blessed and pleased to add Rebekah Ritter as our new executive assistant to work with Mr. Shott. She has far exceeded our expectations to fill this position. Going forward, our Mission Statement will continue to be met by effectively responding to our community’s needs and opportunities through charitable giving. Thank you for this humbling opportunity to help better our communities. In 2021 we granted 72 scholarships in the amount of $278,800 and 62 grants totaling $338,984.74.

HIGHLIGHTS FOR 2021

The year 2021 was a very good year for the Community Foundation of the Virginias, Inc.

This year the Foundation crossed a landmark in Assets, ending the year with $15,537.483, an increase of $1,950,051 over the 2020 final figure. The Foundation awarded $617,784 in Grants to beneficial area organizations and Scholarships to deserving area students to assist them in continuing their post-secondary education. • The Iona Pauline Wilson Dooley Scholarship Fund - to provide financial assistance to a high school graduate pursuing a degree and career in a medical field • The June Hearn Fletcher and Jack A. Fletcher Scholarship Fund - to provide scholarship assistance for graduating seniors of Bluefield High School and Princeton Senior High School • The Dr. David A. Kovach Scholarship Fund - to provide scholarship assistance for graduating seniors and graduates of Graham High School • The Bill and Juanita Marrs Endowment Fund for the Two Virginias - to provide scholarship assistance for graduating seniors in high schools in McDowell County, West Virginia and Tazewell County, Virginia • The Quota Club of South Bluefield Foundation Fund - to support advancing and promoting the health and welfare of women and children • The Michael Christopher Smith Memorial Fund - to support community, historic and child benefit projects in southwest Virginia and southern West Virginia • The Mary June Wall Charitable Fund - to support persons suffering from mental illness or mental disability We were also able to make needed major improvements to our office, renovating the restrooms, replacing the ceiling tiles and lighting in the main and auxiliary offices, and installing a new security entrance. The year 2021 saw major changes in the Foundation’s officers. We greatly appreciate Kermit Moore for his five years of service as Foundation President, and we welcomed Dan Shortridge as our new President in January. Kevin Worly resigned his position as Treasurer and as a board member due to job requirements. We thank Kevin for his years of service to the Foundation, and we welcomed Melinda Testerman as our new Treasurer. The City of Bluefield, West Virginia issued a Proclamation in recognition of the Foundation’s “service to the City of Bluefield, and to the people of Mercer and Tazewell Counties.” The Foundation deeply appreciates this acknowledgement by the City of Bluefield of the efforts we make to benefit its service area. 3 Seven new endowed funds were established during the year:

GRANTMAKING The Community Foundation of the Virginias, Inc. awarded 62 grants to charitable organizations in Mercer County, West Virginia and Tazewell County, Virginia in 2021. These awards totaling more than $338,984 represent the Foundation’s 25th annual grant cycle supporting local nonprofit groups and community projects. With the inclusion of the 2021 awards, the Foundation has invested more than $3,100,000 in the area in grants and scholarships since its first grants cycle in 1997. The Foundation appreciates the dedication of the Grants Committee, whose members Mary Azzo, Mary Jo Babbitt, Gene Bailey, Marie Blackwell, Kathleen Blaydes, Carole Dodson, Deborah Garton, Craig Hammond, Kermit Moore, Dan Shortridge, Mike Swatts, Peter Taylor, Daniel Wells and Cathy Zimmerman labored diligently under the direction of Chairman Bob Perkinson to review applications and recommend grant awards to the Foundation Board of Directors for approval. Information for Grant Seekers The Community Foundation of the Virginias, Inc., awards discretionary and field of interest grants to 501(c)(3) charitable organizations for education, health, human services, community improvement and the arts, primarily in the Mercer County, WV and Tazewell County, VA areas. The Foundation prefers to consider innovative and special projects. Applications are accepted annually from April 1 and must be received in the office by the last business day of June.

ENDOWMENT FUND OPTIONS

Individuals, families or groups may wish to establish a permanent endowment fund. Donors may select the type of fund that best suits their charitable interests, name the fund, and determine how to fund it. A minimum of $10,000 is required to establish a fund. BUILD-A-FUND The Foundation’s Build -A-Fund option enables donors to develop a charitable fund over time. This opens the door to those who would like to give back to the community, but have felt philanthropy was out of reach. The fund is established by making tax-deductible contributions of $2,000 or more for up to five years. UNRESTRICTED This type of fund provides the Board of Directors the most latitude and flexibility in responding to changing community needs in the broadest areas of charitable interests for the present and future. FIELD-OF-INTEREST This type of fund addresses the particular areas of charitable interest or needs of the donor, but does not limit grants to a particular nonprofit organization. DONOR-DESIGNATED This type of fund allows donors to name one or more specific nonprofit charitable organizations or area of need to receive grants from the fund. DONOR-ADVISED This type of fund allows donors or an appointed Advisory Committee to make periodic recommendations for grant distributions from the fund. ORGANIZATION ENDOWMENT This type of fund allows nonprofit organizations to establish a named permanent endowment fund for their own benefit within the Foundation, rather than establishing and managing a separate fund or foundation. SCHOLARSHIP This type of fund provides opportunities for donors to aid area students in furthering their education. GIVING OPTIONS The simplest way to make a gift to the Foundation is with cash, however, there are many giving options available to make a lasting contribution to the community.

APPRECIATED SECURITIES With a gift of appreciated securities (stocks and bonds), you avoid the capital gains tax that would be imposed if you sell the securities yourself, and you can take an income tax deduction. OTHER APPRECIATED ASSETS Please contact the Foundation to discuss gifts of closely held stock, real estate, or other appreciated assets. BEQUESTS Establishing a fund at the Foundation is a popular planning technique. Designate a certain amount or percentage of your estate to the Foundation. Such bequests are usually fully deductible under estate and inheritance laws. The Foundation will work with your attorney to establish your bequest. PRIVATE FOUNDATION TRANSFER Managing a family or private foundation can sometimes prove costly and difficult. The assets of a private foundation can be transferred to the Foundation where its identity and purpose can be maintained. Family members can serve as advisors, and the fund is relieved of excise taxes and other requirements. DEFERRED GIFTS Gifts of life insurance, gifts from retirement accounts, charitable gift annuities, charitable remainder trusts, and charitable lead trusts are among the many ways to create a fund that carries out your charitable interest. Foundation History

T

he Community Foundation of the Virginias, Inc. was formed by a merger of the Bluefield Area Foundation and the Greater Mercer County Charitable Foundation in June 2002. This joining together of talent, ideas, energy, and resources allowed the Foundation to better and more fully serve the residents of Mercer County, WV and Tazewell County, VA. Each of the organizations had a strong and established history of serving the charitable needs of the community. The Bluefield Area Foundation was established in 1993 and had experienced sustained growth due to the dedication and leadership of Foundation volunteer directors. A wide variety of non-profit organizations, providing health, human services, educational, and cultural programs, have directly benefited from grants awarded from the Foundation. The Greater Mercer County Charitable Foundation was founded in 1998. It was established to address the changing and varied needs of the community, and to provide assistance in the areas of education, the arts, health services, human services, and recreation, and to provide a number of college scholarships to area students. The efforts of the GMCCF have enhanced and improved the Greater Mercer County area. In March 2003, the Community Foundation of the Virginias announced the first grant recipients of the newly formed organization. The awards were made utilizing a competitive grants program and were administered by the Grants Committee. This committee was comprised of Foundation Directors and community members. Through the last complete Grants Cycle in 2021 more than $3,400,000 had been awarded to the community through grants and scholarships. These awards have benefited a wide variety of programs, individuals, organizations, schools, and service groups. The flexibility of the Community Foundation ensures that the best programs and organizations continue to receive funding, while allowing for support of new programs and ideas as the community evolves. Philanthropic efforts are available to all through the Community Foundation of the Virginias. By pooling assets, supporters of all financial levels can join in support of their community. The Foundation provides an array of giving opportunities: memorial gifts, honorary donations, the establishment of new funds for named individuals or causes, legacy gifts through donations from estate planning, as well as monetary gifts of all sizes. The Community Foundation of the Virginias is just one example of the communities in Mercer and Tazewell counties joining together with the common goal of community improvement for all. Through the combined efforts of all area citizens, the community continues to grow and improve for today and the generations of tomorrow.
