4. Ballot Issue from National Board Motion 2020-08-09 – Proposes an adjustment to the billing and due dates for membership dues and includes a change to the disciplinary action for non-payment of dues, shifting focus to the club instead of the member. Passage would amend the Ruritan National Bylaws, Article III, Membership/Members, Section 4, Dues and Fees, Paragraph E, Dues Payment Dates. Current: Membership dues shall be due and payable quarterly to Ruritan National at the close of club business in January, April, July, and October. Any member who fails to pay his/her financial obligations to this organization in accordance with these bylaws may be suspended and/or forfeit his/her membership. Proposed : Membership dues shall be billed on the 1st day of each quarter and payable to Ruritan National no later than the last day of January, April, July, and October. Any club which fails to pay its financial obligations to this organization, in accordance with these bylaws, may be subject to disciplinary action up to and including suspension of its charter.
