Investments Report: Larry Gwaltney and Steve Ennis went over handouts regarding the Investments. We need to be careful taking money out of this account, if, possible. Legislative: Charlie Singleton reported that the VA Fire Service doing modular training bill passed. House bill 1425 was not passed do to misunderstanding between patron of the bill and committee. Will be carried over to 2019. Juvenile training -Jr firefighters can do anything except enter a fire or hazmat scene. Another bill 974 – Requires that when an EMS, Volunteer Firefighter or Professional EMS/Firefighter leaves your organization, within 30 days your organizations must notify DMV that they are no longer a volunteer member or employed and DMV will pull the tags. This has almost passed but are trying to prevent it from passing. Since Kevin Duck must leave early the President interrupted this discussion on Legislation so that he can give his reports before leaving. Scholarship: Dale Jamison reported that he had been working back and forth with Sandy and have updated the requirements for the scholarships. Feel like they were a little slack as to who qualifies. Dale reported last year Provident gave 1000 and he put in 500 and hopefully the Fashion show this year will help a lot. He said he looked through the ads that were in the Newsletter and write a letter to some of them to see if they would support the Scholarship Program. If they do contribute put a small ad on the website. Sandy said the scholarship information is ready to be posted on the website and will send it to Larry Gwaltney. Souvenir Sales: Dale Jamison reported that the Challenge Coins will be ready by the May meeting. Everyone needs to think how they want them distributed to be sold. Either turn them over to the Souvenir committee or give them to the District Reps when visiting Departments to promote sales. Unfinished Business: EVOC: Kevin Duck reported that the outcome from this report there was less than 10% that we are looking at that do not require EVOC and as we are looking at training programs in the future we need to make it available to these areas. Executive Secretary Kevin Duck reported that a committee was set up to look at the job description of an Executive Secretary. This document was emailed out to everyone before the meeting. He also added that we need to get our finances, in order, to be able to support this, even though this position is supposed to support its self. After much discussion Larry Logan suggested to do a Pilot program that would not require a bylaw change just to see how it works and if does do a bylaw change. Larry Gwaltney, parliamentarian asked if this Executive Secretary position is intended to be a W2 employee hired or a 1099 independent contractor, or sign a contract for this position like we do with David Bailey? There is nothing in our bylaws that says anything about an Independent Contractor so therefore we will not need a bylaw change to do it. Pete Kirby said he read the job description and he has some concerns. Our overall concern is raising funds and we do not have the means to raise money. We need someone who knows business whether they know the fire service or not. We have no job descriptions, guidance or training in place for our district reps and this person needs to handle the day to day administrative tasks as well with fund raising. Walt Bailey says that with his travels the ones that put these Executive Secretaries in place that know nothing about the company they represent, fail in time. As far as raising money the volunteer fire services do a great job and have survived doing so. Walt Bailey made a motion on behalf of the nominating committee 1. Advertise the Executive Secretary position immediately for a minimum of 30 days and add emphasis to have the ability to generate funds in the job description. 2. We do this on a one-year contract as a Pilot program as Larry Logan mentioned. Nominating: Dickie Harris no report.
