National Board The National Board of Directors consists of the National Officers, the immediate Past National President, 21 National Directors, and the Executive Director (serving as Advisor). The duty of the Board is to formulate policies essential to the welfare of the organization and make recommendations to the organization at national meetings. The Executive Committee (Excom) consists of the National President, President Elect, Secretary, Treasurer, Immediate Past National President, and the Executive Director. Excom duties include: acting on situations requiring attention between Board meetings, making recommendations to the Board as necessary, cooperating with the Executive Director in implementing policy and Board plans, and other business not assignable to other committees. Sarah is the chief operating officer of Ruritan National and Ruritan National Foundation. She serves as advising member of all national standing committees and has management and program implementation responsibilities that include strategic planning, financial management, budgeting and investments, membership services, membership growth and training, and event planning. Overall responsibility for employee

supervision, office management, corporate legal actions, and facilities maintenance and operations. Represents Ruritan in relationships with partnership organizations, government entities, and media. Editor of the RURITAN magazine, Ruritan newsletter, and other Ruritan publications.

Craig Whitt Membership/Member Services - Voice Mail 312 craig.whitt@ruritan.org All questions and concerns are initially handled through Craig. He distributes general information and answers questions about using the Member Management System. Craig enters new club information, new member information and makes changes to membership records (address, telephone, etc.) that aren’t made by members directly or club officers. Craig prepares new club charter kits and new member kits. He is responsible for Blue Ribbon, Outstanding Club President and Outstanding Club Secretary research. He is also responsible for

preparing Community Service awards and club anniversary certificates. He processes quarterly reports, district officer reports, national officer reports, President’s Golden Key, WANTED contest entries, and maintains the central filing system and current National candidate lists.

Bessie McCormick Foundation - Voice Mail 302 foundation@ruritan.org

Bessie works with the Ruritan National Foundation both in receiving donations and dispensing grants and scholarships. She maintains records for the Build Your Dollars (BY$) program and endowed funds (contract funds). She is also responsible for processing Tom Downing awards. Bessie maintains the Foundation information on the website.

Diane is responsible for the production of the RURITAN magazine, the March Newsletter, club and district officer handbooks, community service guides, brochures, and all other publications. She works with graphic design, typesetting, layout, and production. She is responsible for planning, assembling, and distributing club kit material.

Kory Wirt Accounting - Voice Mail 310 ruritanaccts@ruritan.org Kory is responsible for club and district billings and district statistics, accounts payable and receivable, monthly financial statements, and expense vouchers. He is also responsible for federal and state tax reports, year-end financial statements and preparation for annual report. Kory coordinates processes with Membership, Accounting, and Foundation departments of Ruritan National.

Crystal is responsible for advance planning and on-site execution of the annual National Convention, Summer Leadership Conference and Youth Camp. She also gathers data on future convention sites from potential locations.

Chris Pugh Part-Time Support service@ruritan.org

Chris has retired after 20 years on the Ruritan staff but continues part-time. She can provide support to leaders in the areas of growth and development – including community assessment and research. She also works developing Ruritan graphic design. Chris maintains the Ruritan National website, and keeps leaders informed through Constant Contact. She works with clubs on questions concerning the IRS 990 forms and insurance.

2024 National Convention Ballot Results

The Delegates at the 2024 Ruritan National Convention approved three of the four ballot initiatives presented. Most of the topics listed below are self-explanatory. For a complete list of the wording of each initiative see the full overview in the Spring issue of the Ruritan Magazine at http://ruritan.org.temp.realssl.com/library/906.pdf Ballot Issue #1 - National Bylaws, Article I, “Name/Emblem/Politics” - Failed The caption of the National Bylaws ARTICLE I currently reads: “Name/Emblem/Politics”. The Board approved striking the word “Politics” and inserting the word “Principles”. They further moved that the heading politics be replaced with principles in all bylaws and publications. Ballot Issue #2 - Dues Increase - Passed The National Board approved a motion for a $1 per quarter dues increase ($4 per year) for all adult/business org memberships (not including youth) to take effect April 1, 2024. Ballot Issue #3 - National Bylaws, Article III, Sec. 4 “Dues and Fees” - Passed Move in sentence one to strike the word “shall” and insert the word “should” and between 1st and day, insert the word “business.” The sentence will then read “Membership dues should be billed on the 1st business day of each quarter and payable to Ruritan National no later than the last day of January, April, July and October.” Ballot Issue #4 - National Bylaws, New Article V, “Exempt Charitable Organizations” - Passed Current Section 5 and subsequent sections will be renumbered. Current Article IV Section 9 Ruritan National Foundation will become part of the new Article V.

Ruritan Training Videos Ruritan has had on-line training modules through the MMS for several years. New virtual training options were imple mented in 2021 with training videos prepared by Ruritan leaders. They share their experiences from parliamentary procedure to mentoring new members. We want YOU to know about Project FOCUS! Project FOCUS is the “Human Care” agency of Ruritan. Our mission is to show compassion to people suffering from medical emergencies, disasters, etc. We respond to needs by working with local Ruritan clubs to assist communities suffering from the effects of natural disasters such as floods, tornadoes, hurricanes, fires, and earthquakes. Our goal is to assist local Ruritan clubs by working with individuals who need our help. To give you a complete picture of who Project FOCUS is and what Project FOCUS does, we have developed the following Q&A that you can use to share this new and exciting opportunity to assist our local communities during times of stress and need. What is Project FOCUS? Project FOCUS is a 501(c)(3) program dedicated to funding our local communities in times of stress. Who oversees Project FOCUS? Any club or district can apply for grant monies by completing and submitting a grant application form (found on the Ruritan.org web page under forms) Where does the money come from? Funding for Project FOCUS comes from donations from individuals, clubs, districts, and businesses. Donations to FOCUS may potentially be tax deductible. What is the application process? Here is an approximate timeline for applications submitted to Project FOCUS:  A local club or district completes an application for assistance within their area.

 The National Office receives the application via email, the USPS (may take up to 1 week or longer depending on the mail service), or fax to the National Office. When submitting your application, please be sure to submit your approved club or district minutes indicating the approved motion for assistance . * If submitting by email- please include the Zone Governor, District Governor, and National Representative for your district.  The National Office will acknowledge receipt of the grant request to the designated point of contact, the Zone Governor, the District Governor, and the National Representative assigned to that district. The distribution timeline will begin with this email.  Application is shared with the current committee and reviewed for accuracy and scope of request- any requests that are incomplete or require additional information will be reviewed with the designated point of contact of the grant request or returned for clarification. (1 week)  The current committee votes on completed grant requests, and a grant amount is assigned, or the application is returned to the designated point of contact with an explanation for the application being turned down. The Grant Response Notification will also be emailed to the Zone Governor, District Governor, and National Representative. (2 days)  Grant amounts are distributed and sent to the designated point of contact. (2 days)  The designated point of contact is responsible for completing a Grant Completion Form indicating how the grant was (or is being) used to meet the needs of the local community during their time of need (may take up to 1 month after the funds are distributed to the designated point of contact). If the distribution of funds exceeds the one-month timeline, a progress report shall be submitted and updated monthly until the distribution is complete . How much money can be given for a grant application? The grant amount would be based on the need and the number of grants being considered at that time, subject to available funds within Project FOCUS not exceeding $10,000 per event request. When should we request a grant? The club and/or district should begin the grant process as soon as a need has been recognized and a reasonable estimate of a grant amount has been determined. How can my club and club members, as well as our district, get involved? There are many ways to get involved with Project FOCUS: • Follow us on social media- Ruritan National Project FOCUS. • Encourage your club to make a planned annual gift to Project FOCUS. • Have club members check with their employers to see if they offer matching gift programs. • Be a boots-on-the-ground volunteer in your area- YOU ARE THE HANDS, FEET, and HEART of RURITAN!

Ruritans Should Observe Harassment Policy RURITAN NATIONAL is committed to an environment in which all individuals are treated with respect. RURITAN NATIONAL expressly prohibits discrimination and all forms of harassment based on race, color, religion, sex, pregnancy, national origin, age, disability, military or veteran status, or status in any group protected by state or local law. Sexual harassment is a form of discrimination and is prohibited by law. For purposes of this policy sexual harassment is defined as unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature that creates an intimidating, hostile, or offensive environment. Unwelcome sexual advances (either verbal or physical), requests for sexual favors, and other verbal or physical conduct of a sexual nature constitute sexual harassment when: (1) submission to such conduct is made either explicitly or implicitly a term or condition of employment or volunteerism; (2) submission or rejection of the conduct is used as a basis for making employment/ volunteer decisions; or, (3) the conduct has the purpose or effect of creating an intimidating, hostile, or offensive environment. Sexual and unlawful harassment may include a range of behaviors and may involve individuals of the same or different gender. These behaviors include, but are not limited to:

• Unwanted sexual advances or requests for sexual favors • Sexual or derogatory jokes, comments, or innuendo • Unwelcome physical interaction

• Insulting or obscene comments or gestures • Offensive email, voicemail, or text messages

• Suggestive or sexually explicit posters, calendars, photographs, graffiti, or cartoons • Making or threatening reprisals after a negative response to sexual advances • Visual conduct that includes leering, making sexual gestures, or displaying of sexually suggestive objects or pictures, cartoons, or posters • Verbal sexual advances or propositions • Physical conduct that includes touching, assaulting, or impeding or blocking movements • Abusive or malicious conduct that a reasonable person would find hostile, offensive, and unrelated to the Organization’s legitimate business interests • Any other visual, verbal, or physical conduct or behavior deemed inappropriate by the Organization

Harassment on the basis of any other protected characteristic is also strictly prohibited. Complaint Procedure:

RURITAN NATIONAL strongly encourages the reporting of all instances of discrimination, harassment, or retaliation. If you believe you have experienced or witnessed harassment or discrimination based on sex, race, national origin, disability, or another factor, promptly report the incident to a member of your Governing Body 1 .
