WATER AND SEWER FUND

NARRATIVE

The Water and Sewer Fund provides for safe and reliable, uninterrupted water service and sanitary sewer service to Town utility customers in a cost-effective manner. Engineering services are provided for monitoring, expansion and improvement of the drinking water and sanitary sewer systems to assure reliability, demonstrate best practices, and enhance environmental sensitivity. FY 2024-2025 ACCOMPLISHMENTS Engineering & GIS • Completed design and implemented the unidirectional flushing program to improve water quality in Area 5, which supplies water to the North Main water tank. • Completed an initial water service line inventory program complying with EPA and VDH requirements. • Completed exterior cleaning and concrete repair of Highland Park water tanks, which addressed concerns from the latest inspection report. • Bid, awarded, and completed construction of the Harding Phase I Sewer Shed Upgrade project, including the design and construction of a relief sewer to avoid the need for future sewer replacement along College Avenue, which saved an estimated $400,000. • Bid, awarded, and began construction on a project to upgrade the Hospital Pump Station. • Completed the design of sewer extensions on Lark Lane and Broce Drive to service existing unsewered Town residents. • Completed design, bidding, and award of an Inflow and Infiltration abatement contract. • Completed the design of improvements to the Cedar Run pump station and procured the replacement pumps with installation expected to be completed in FY 2025-2026. • Completed design and bidding of the Lucas Drive Sewer Upgrade project. • Continued construction of the Cedar Run – South Main Sewer Replacement project with an expected completion in June 2025. • Completed a draft update to the Town Sanitary Sewer Standards & Specification. Public Works • Completed annual contract for third party inspection and maintenance of Septic Tank Effluent Pumping (STEP) and Septic Tank Effluent Gravity (STEG) tanks. • Pumped approximately thirty (30) STEP/STEG tanks identified by third party inspection. • Performed approximately 300 excavations and inspections of water service connections for the initial water service line inventory program. • Completed two (2) cost share sewer extensions and installed 57 new water services. • Continue to locate and identify water valves for the unidirectional flushing program. • Continue to locate and identify water and sewer assets to improve mapping. • Installed 1200 feet of new water main along Locust Avenue. • Abandoned 2000 feet of aging or outdated water infrastructure located in Highland Park and Airport Acres neighborhoods. • Replaced approximately 800 feet of sewer force main from the Windsor Hills Pump Station.
