Dear Friends and Neighbors,
The sights and sounds of spring are once again returning to Christiansburg. The robins singing in chorus, the chirping of spring peepers, and the beautiful blooms of the dogwood trees remind us that warmer days are ahead. Spring and summer provide the perfect opportunity to enjoy the many parks, programs, and recreational experiences that make our community such a special place to live, work, and play. The Christiansburg Parks and Recreation Department remain committed to enhancing the quality of life for residents of all ages and abilities by providing clean parks, welcoming facilities, and engaging programs that bring people together. Through strong partnerships with our community, we strive to offer high-quality recreational opportunities that enrich the lives of those who live, work, and visit our town. Within this brochure you will find a variety of programs and activities for individuals and families alike. Whether you are cheering on athletes at our premier athletic facilities, enjoying time with family at our parks and playgrounds, visiting the dog park, or experiencing the beauty of the Huckleberry Trail, there are many ways to stay active and connected in Christiansburg. The Christiansburg Recreation Center also offers outstanding indoor opportunities for health and wellness, including fitness programs, educational classes, and Senior Center activities. From our cardiovascular and weight rooms to the indoor walking track and senior lounge, the Recreation Center continues to serve as a hub for community activity. Our community will once again come together this spring and summer for several exciting events, including the Rockin’ Main/Christiansburg Concert Series that will take place in various locations of the town this year. This year’s Independence Day celebration will be especially meaningful as communities across the nation commemorate the 250th birthday of the United States. Christiansburg will proudly join this historic milestone with a day of festivities and our spectacular fireworks display at Christiansburg Huckleberry Park with the viewing of the fireworks at Uptown Mall. Huckleberry Park continues to serve as a centerpiece of recreation in our community. With its all-inclusive playground, splash pad, challenge courses, and championship athletic fields, the park has become a destination for families and visitors from across the region while helping position Christiansburg as a growing leader in recreation and sports tourism. It is an honor for me to be entering my 15th spring serving the Town of Christiansburg. I am grateful for the continued support of our town leaders, community partners, and the many residents who make our parks and recreation programs such an important part of our community. As we celebrate America’s 250th birthday, we are reminded that strong communities are built through connection, shared experiences, and gathering in places like our parks and recreation spaces.

GENERAL INFORMATION
Christiansburg Parks and Recreation, funded by the Town of Christiansburg, offers a variety of recreational and educational opportunities to its residents. The department also receives funding from the Christiansburg Kiwanis Club for the mainte nance of Kiwanis Park and for the purchase of youth athletic equipment.
REGISTRATION INFORMATION
1. Registration for programs will be accepted by mail to: Christiansburg Department of Parks and Recreation, 1600 North Franklin Street, Christiansburg, VA 24073 2. All fees must be paid at the time of registration. Please make checks payable to: Christiansburg Parks and Recreation. 3. Early registration is encouraged, as many programs fill up fast. 4. Pre–registration is required for all programs. 5. Registration is accepted on a “first come, first served” basis up to the maximum enrollment. 6. Upon receipt of registration form and fee, that individual is automatically enrolled (space permitting). There will not be any conformation of mail–in registrations. The department will only notify individuals if there is a problem with the regis tration. Feel free to call the Christiansburg Parks and Recreation Administrative Office to confirm your registration. 7. Phone registration will not be accepted. 8. If the program is full, you may request that your name and phone number be put on a waiting list. You will be contacted if a space becomes available. 9. Late registration and transfers are only possible when there are openings. 10. Christiansburg Parks and Recreation reserves the right to change and/or cancel programs. 11. Participants who register for a program that requires the purchase of equipment and/or supplies should wait until the last day of registration and check with the Parks and Recreation Administrative Office to ensure the program will be conduct ed. 12. If a participant cannot participate after registering, a written request for a refund must be submitted within three (3) work ing days prior to the week the program starts. Refunds are not given after the first program meeting, unless approved by the Director of Parks and Recreation. When programs are canceled, refunds are automatic. 13. Parents with children enrolled in programs should pick them up no later than fifteen (15) minutes after the end of that program. 14. For additional information, call Christiansburg Parks and Recreation at (540) 382-2349. 1. If Montgomery County Public Schools are closed due to inclement weather, the Christiansburg Recreation Center will not open until 8 a.m. and all scheduled programs will be canceled for that date. 2. If Montgomery County Public Schools are delayed in the morning due to inclement weather, all programs before noon will be canceled for that morning. 3. If Montgomery County Public Schools are released early due to inclement weather, all programs after noon will be can celed for that afternoon/evening. 4. If Montgomery County Public Schools after–school activities are canceled, all of our evening programs will be canceled for that evening. INCLEMENT WEATHER POLICY
POLICY ON ADULTS AND CHILDREN
1. Unless stated otherwise in the class description, adults are asked to wait outside of the classroom during the child’s class time. 2. Adults are asked not to bring children to their classes. Children brought to adult classes interfere with other participants and the instructor. Thank you for your cooperation.
PARTIAL REFUND POLICY
1. The following policy on refunds for recreation programs will be effective January 1, 2008. 2. Partial refunds will not be issued for classes or programs unless the instructor is unable to complete the class. In case of canceled classes due to inclement weather, partial refunds will not be issued if at least 80% of the scheduled activity has met. When possible, a canceled class or activity will be rescheduled. 3. Partial refunds will not be issued for less than $5.

The hours of the Christiansburg Recreation Center are established to best serve the needs of the public and may fluctuate. Hours of operation will be as follows.

5:30 a.m. - 9 p.m. 5:30 a.m. - 8 p.m.
Friday
Saturday
8 a.m. - 5 p.m.
Sunday
1 - 7 p.m.
Christiansburg Parks and Recreation programs will receive priority in scheduling. Therefore, it is important to contact the Christiansburg Parks and Recreation Administrative Office for an updated weekly schedule.
Children under 11 years of age must be accompanied by an adult at all times (unless they are participating in a Christiansburg Parks and Recreation program or attending a special event).
Home schooled children will be permitted to use the Christiansburg Recreation Center Monday through Friday for physical education. They must be accompanied by their parent, guardian, and/or teacher. If not accompanied, they will not be allowed to utilize the Recreation Center during Montgomery County Public Schools normal hours. Students that attend Montgomery County Public Schools will not be allowed to utilize the Christiansburg Recreation Center during Montgomery County Public Schools normal hours. “Quiet time” in the cardio room is from 8 – 9 a.m. Monday – Friday. What is quiet time? “Quiet time” is a period when there is no music played on the speakers in the cardio room. Guests are permitted to listen to music on personal devices, provided they use headphones or earbuds. Guests are allowed to talk to each other at a conversational volume, but it is asked that guests who wish to talk on their cell phones promptly leave the cardio room and refrain from returning until the call is com plete. What are the rules regarding selection of music? The weight room and cardio room (during non–quiet time periods) have the same music policy: The first person to arrive in either room may request a satellite radio channel be played on the speakers in the room in which they are exercising. The radio will remain on that channel until a request for a change is made by another patron. The change will be allowed only if the patron has asked everyone in the room at the time of the request if they approve of the change to the requested channel. Channel changes must be unanimous; if one or more people in the room object, Recreation Center staff will not make the change. The Parks and Recreation Department has the final approval of all music, and can refuse a change to a channel that includes explicit or offensive language. What happens if explicit or of fensive language is inadvertently broadcast in the weight or cardio rooms? The Parks and Recreation Department staff makes every effort to avoid such language. However, because the only method of receiving a radio signal in the Recreation Center is through the use of satellite radio, there may be unavoidable instances in which explicit or offensive language is broadcast. If Recreation Center staff members are aware of this language, they will change the channel. If staff is unaware of the use of this language, patrons may alert staff to it, and the radio will be changed. We thank patrons for their understanding on this. What are the rules for music in sponsored and non–sponsored programs? Those leading programs are encouraged to notify Parks and Recreation Department staff in advance if they believe their programs need music. The Parks and Recreation Department seeks to be reasonably accommodating to programs and the people who lead them, but reserves the right to make the final decision regarding music in programs. Pickle Ball Open Play will be the following days and times (based upon court availability): Monday-Saturday - Court C, 8 – 11 a.m., Court D if needed and available. Open Play will be subject to court availability. When it is necessary to close courts for programs/events, signs will be posted in a timely manner, giving patrons ample notice.
The Christiansburg Recreation Center will be closed on these holidays:
New Year’s Day, Easter Sunday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day After Thanksgiving, Christmas Day.
Other closings due to special circumstances will be posted in the Christiansburg Recreation Center as far in advance as possible.

GENERAL RULES AND REGULATIONS
1. Alcoholic beverages, Illegal drugs, or any person under the influence of alcohol or drugs will not be permitted on Town of Christiansburg property. 2. Smoking, Vaping and the use of any other tobacco product is prohibited in Christiansburg Parks and Recreation Proper ties and around entrance areas. 3. Abusive, disrespectful, profane, threatening, indecent language, indecent conduct and/or action are strictly prohibited. 4. Threatening language or actions toward Christiansburg Parks and Recreation Staff will result in a minimum of one year suspension. 5. Children under 11 years of age must be accompanied by adult at all times at Christiansburg Parks and Recreation facilities or parks (unless they are participating in a Christiansburg Parks and Recreation age specific program). 6. Destruction or vandalizing Town of Christiansburg property is prohibited. Minimum one year suspension. 7. Fighting is strictly prohibited. Adults fighting will receive a minimum of one year suspension. Youth fighting will result in suspension as determined by the Director and/or Assistant Director of Parks and Recreation and parental notification. 8. No illegal weapons are allowed; any violation will result in police action and receive minimum of one year suspension. 9. We prohibit the discharge of weapons that propel objects such as firearms, cross bow, archery, sling shots, air guns, air bows and other like weapons on Christiansburg Parks and Recreation Properties unless for a sponsored and approved organized activity. 10. Anyone stealing money, or personal property belonging to another individual, or property of the Christiansburg Parks and Recreation, or anyone aiding in such theft, will receive a minimum of one year suspension. 11. Anyone who refuses to leave Town of Christiansburg property (after being instructed to do so) will receive a minimum of one-year suspension. 12. Gambling of any form is prohibited. 13. Loitering will not be allowed at any Christiansburg Parks and Recreation properties. 14. No overnight camping allowed on any Parks and Recreation facilities without approval of Parks and Recreation Director or Assistant Director. 15. We reserve the right to suspend participation as the result of behavior problems that disrupt facilities, events, programs and/or participants. 16. The Director and/or Assistant Director of Parks and Recreation has the authority to revoke any individual’s privileges of using any Christiansburg Parks and Recreation properties for any length of time for any rule’s violation and/or disorderly conduct. Suspensions may vary according to his/her discretion and the severity of the offense. 17. Suspension will be increased or made permanent if an individual repeats an offense or attempts to enter the Christians 19. The Town of Christiansburg rents out facility space to various outside third parties. The use of property owned by the Town of Christiansburg for commercial products, processes, or services should in no way be construed as an endorse ment or recommendation by the Town. The Town does not warrant or assume legal liability or responsibility for the accu racy, completeness, or usefulness, of any information, apparatus, product, or process disclosed. The views and opinions of authors do not necessarily reflect those of the Town of Christiansburg. And they may not be used for advertising or product endorsement purpose. 20. The Town of Christiansburg is not responsible for any accident or injuries while using any park or facilities. 21. Failure to abide by these rules could warrant a minimum of one year, up to a permanent suspension for all Christiansburg Park and Recreation and Aquatic facilities, programs and events. Recreation Center Additional Rules: 1. Only non-marking sneakers and tennis shoes may be worn in the gymnasium (track and courts) and racquetball courts. Anyone caught leaving excessive marks on the floors may be suspended from the Recreation Center. 2. Shirts and shoes must be worn during all hours of operation. Proper attire is required. No sandals or open-toed shoes. 3. No pets will be allowed in the Christiansburg Recreation Center (except for dog obedience classes or certified service dogs). 4. Bicycles must be locked in the bike rack. Christiansburg Parks and Recreation will not be responsible for lost, stolen or damaged bicycles (including components). 5. Children under 11 years of age must be accompanied by an adult. 6. No skateboards, roller skates, in-line skates, Heelys or any other kind of roller shoes may be used on sidewalks or inside the Christiansburg Recreation Center. burg Parks and Recreation and Aquatic facilities, events and programs while under suspension. 18. Christiansburg Parks and Recreation will not be responsible for lost, stolen, damaged items or pets.

All equipment stored in Parks and Recreation Facilities is for Christiansburg Parks and Recreation use only. 10. Outside drinks and/or food may not be brought inside Christiansburg Parks and Recreation Properties (unless approved be the Director or Assistant Director of Parks and Recreation). 11. Failure to abide by these rules could warrant a minimum of one year, up to a permanent suspension for all Christiansburg Park and Recreation and Aquatic facilities, programs and events. All Parks and Trails Additional Rules: 1. Hours of Parks is Dawn to Dusk unless otherwise specified. 2. Motorized vehicles allowed in designated areas only. 3. No food or drink except water allowed on artificial turf fields. 4. No pets allowed inside sports complexes except in designated areas. Certified service dogs are exempt. 5. Children under 11 years of age must be accompanied by an adult. 6. Warmups in designated areas only. 7. No skates, skateboards, bikes or scooters allowed inside sports complexes. 8. No glass or bottles allowed in the play area. 9. No pets allowed in the Splash Pad. 10. Pets must be on a leash or completely under the owner’s control. 11. No propane grills or tanks are allowed in the parks. 12. No open fires unless approved by the Director or Assistant Director of Parks and Recreation. 13. Failure to abide by these rules could warrant a minimum of one year, up to a permanent suspension for all Christiansburg Park and Recreation and Aquatic facilities, programs and events. Gymnasium and Track Rules: 1. Food, beverages, chewing gum & tobacco vapor products are prohibited.
2. Only non-marking sneakers are permitted on the gym floor. 3. Absolutely NO dunking or hanging on the basketball rims. 4. During busy times, there will only be half court games. 5. Strollers are permitted on the inside lane of the track M-F 10am-2pm. 6. Inside track lanes are for walkers, outside lanes are for runners. Track Directions: Monday, Wednesday, Friday, & Sunday please travel counterclockwise. Tuesday, Thursday, & Saturday please travel clockwise. Batting Cage Rules 1. The Batting Cage is a Tobacco Free Facility. 2. No sunflower seeds or chewing gum.
3. Trash must be picked up and placed in trash can. 4. Turn off lights and lock the door when exiting. 5. Tennis shoes only. 6. No food or drinks on the turf. 7. Adult supervision required for users 17 and under.

ID CARD SYSTEM
1. Christiansburg Recreation Center ID cards are required during all hours of operation unless otherwise stated. IDs must be scanned at the recreation center supervisor and equipment station upon entering the center. 2. Parents must obtain an ID card for children 5 years of age or older. 3. Persons wishing to use the recreation center must have a current ID or pay $5 for a daily pass. 4. All persons purchasing a daily pass must complete a day pass application. Children under the age of 18 must have a par ent or legal guardian sign their day pass. 5. Town of Christiansburg Residents/Real Estate Taxpayers who wish to have an ID card must show a minimum of two proofs of residency. No P.O. Boxes. These ID cards will be free upon confirmation of residency proofs. (The Town of Christians burg reserves the right at any time to request updated or additional documentation to verify residence.) a. Be a real estate taxpayer of the Town of Christiansburg Be a Town of Christiansburg resident based upon proof of residency shall consist of a minimum of two proofs of residency as defined below. No P.O. Boxes. A. 1) First Proof – must have a valid driver’s license (or DMV ID card) indicating Town of Christiansburg residency. A. 2) If student residing in the Town of Christiansburg, Town of Christiansburg business owner or Town of Christiansburg landowner and their primary residency is not in the Town of Christiansburg the individual must provide valid driver’s license or DMV ID card indicating their primary residency. This will be mandatory but will not serve as a proof of residency. B. 1) Second Proof - may consist of copy of certified deed to property within the Town of Chris tiansburg, GIS confirmation matching Town of Christiansburg address and the property or business owner, signed lease agreement between the Town of Christiansburg real estate taxpaying property owner of residence and the individual seeking membership matching the address of the driver’s license or DMV ID Card. B. 2) If student residing in the Town of Christiansburg, Town of Christiansburg business owner or Town of Christiansburg land owner this documentation would serve as your first proof of residency. C. Third Proof – may consist of copy of current Town of Christiansburg real-estate property tax receipt, automobile registration card, voter registration card or utility bill matching the address of proof A or B. We do not accept insurance information, cell phone bills, pay stubs, W2s or any other info that is not from the DMV or paid on the property. (The Town of Christiansburg reserves the right at any time to request updated or additional docu mentation to verify residence.) b. Residency Memberships are for maximum of one year. If resident or business moves out of the Town of Christiansburg or the Town of Christiansburg land is sold it will be the responsibility of the card holder to update their membership. Failure to do so, will revoke membership immediately and could institute future penalties and possible failure to acquire mem bership. Falsifying proof of residency will institute termination of current membership, minimum of one year suspension from all Town of Christiansburg Parks and Recreation and Aquatic facilities, programs and events along with failure to acquire resident or non-resident membership in the future. (The Town of Christiansburg reserves the right at any time to request updated or additional documentation to verify residence.) 6. Business owners that have an office inside the town limits may also receive a free ID, but must show the following: • A real estate property tax ticket showing that they own property where the business is located • If leasing a business space, a lease showing the office is inside town limits and a utility bill (the addresses on all 3 doc uments must match). The membership will be made for the duration of the lease, but no longer than one year. 7. Persons that do not live in town, do not own property or do not have a business in Christiansburg may purchase a mem bership: * Family defined as two adults (18+ years old) residing at the same address and their legal dependents under the age of 25. Legal dependents age 19–25 must be full-time college students. ** Two adults living at the same address must be over 50 years of age. *** Family defined as two adults (18+), at least one person over 50, residing at the same address and their legal dependents under the age of 25. Legal dependents age 19–25 must be full-time college students TRY US FREE FOR ONE WEEK! The Christiansburg Recreation Center is more than just a gym, it is a community. With a membership you can get fit, learn new skills, and socialize with fellow members. Not a member, but interested in trying out the Recreation Center? Stop by the front desk to receive your free 7-day pass. 10. Christiansburg Recreation Center ID cards are not required to participate in Christiansburg Parks and Recreation programs. 11. Participation fees and non–resident/taxpayer fees will be charged to participate in Christiansburg Parks and Recreation programs. 12. There will be a $5 charge for replacement ID cards. 13. Left ID cards will be discarded after 3 weeks, resulting in the need for a replacement ID. 14. There will be an administration fee of $25 for membership refunds. 8. ID cards are only used to utilize facilities in the Christiansburg Recreation Center during stated hours. 9. ID cardholders must pay participation fees to participate in Christiansburg Parks and Recreation programs.

RECREATION CENTER RENTAL PARKS AND RECREATION FACILITY RENTAL
The Christiansburg Recreation Center is available for private parties, dances, meetings, receptions, and other activities when space is available. For available dates, times and rental rates, contact the Christiansburg Department of Parks and Recreation at 382-2349. Rental requests will only be honored if the contract is signed, returned and payment is made within 48 hours. The Town of Christiansburg rents out facility space to various outside third parties. Use of parks and recreation facilities does not imply endorsement, encouragement, or approval of the renter’s purpose by the Town of Christiansburg or Christiansburg Parks and Recreation. The Town does not warrant or assume legal liability or responsibility for the accuracy, completeness, or usefulness of any information, apparatus, product, or process disclosed. CIRCLE PARK , 318 Circle Drive SE, which is located off Ellett Drive, has Miracle Play System playground equipment, swings, picnic area, and a ½ basketball court. The park is also attractive for family outings and picnics. The park has a new restroom facility. DEPOT PARK , 250 Depot St. NE, has Miracle Play System playground equipment, swings, two full basketball courts, rectangular multi-purpose field, and a .20 mile track, jogging, walking path. The park is also attractive for family outings and picnics. It now has a picnic shelter as well as new restroom facility. DOWNTOWN PARK , 55 College St. NW, has Miracle Play System playground equipment, swings, full basketball court, and a picnic area. The park is also attractive for family outings and picnics. It is now equipped with a picnic shelter. HARKRADER SPORTS COMPLEX , 1209 Buffalo Drive NW, which is located behind the Christiansburg Middle School, has three multi- purpose baseball/softball fields, two sets of Miracle Play System playground equipment, two full basketball courts, two tennis courts, .40 mile walking, jogging path, and a picnic area. JOHN LEMLEY PARK , 271 John Lemley Lane SE, which is located at the top of "Christiansburg Mountain," off of Mount Pleasant Rd, has an ADA accessible playground, with 2 picnic tables. KIWANIS PARK , 310 Kiwanis Lane SE, which is located off Roanoke Street, has two lighted multi-purpose baseball/softball fields, picnic shelter, and Miracle Recreation Play System playground equipment. Kiwanis Park and the Kiwanis Community Picnic Shelter are projects of the Christiansburg Kiwanis Club. SUMMIT RIDGE PARK , 305 Summit Ridge Rd. SW, has Miracle Play System playground equipment, swings, and a picnic area. The park is also attractive for family outings and picnics. WALL STREET PARK , 1300 Wall St. NW, has Miracle Play System playground equipment, ½ basketball court, and a picnic area. The park is also attractive for family outings and picnics. WAYSIDE PARK , 4200 Wayside Drive SE, which is located at the top of “Christiansburg Mountain,” has a picnic area. This park is still being considered for future development. CHRISTIANSBURG HUCKLEBERRY PARK , 300 Huckleberry Park Drive, Four artificially turfed Olympic size rectangular lighted fields with capability for diamonds sports as well. Multiple restrooms and concessions. HUCKLEBERRY TRAIL The Huckleberry Trail is an asphalt-paved bike/pedestrian path. The trail currently runs from the Blacksburg Public Library to the Christiansburg Recreation Center. There are distance markers every half-mile. At 2.83 miles, it crosses the road to Warm Hearth; at 3.43 miles, it crosses Hightop; and at 3.90, it crosses Merrimac. The total distance from the Blacksburg Public Library to the New River Mall is 5.762 miles. There are benches spaced along the trail where you can rest and enjoy the scenery. Parking is available at both ends, as well as near Warm Hearth and the Hightop and Merrimac crossings. From bridge to Recreation Center is 1.27 miles. From Blacksburg Library to Recreation Center is approximately eight miles. A new ½-mile section has opened behind Food Lion. It creates a 1.25-mile trip from the recreation center around Food Lion Center and back. Another section has been installed extending to the high school, while traveling towards Independence Blvd. Plans are in the works to extend the Huckleberry Trail to the Hethwood Community, Blacksburg’s Gateway Park, downtown Christiansburg, and the New River State Trail. They are frustrating, expensive, entirely unnecessary, and hinder future development. Please do what you can to help curb littering and vandalism. Please use trash cans and recycling containers. SEVERE WEATHER AND LIGHTNING POLICY Due to the significant risks and possibility of fatal injury from lightning and severe weather, it is imperative that the Town of Christiansburg adopt a clear policy on how to deal with inclement weather and its effect on activities held within Town parks, facilities and on other public properties and rights-of-way (sidewalks, streets, etc.). This policy will help to clearly state the Town’s position on this issue and help to define roles of certain individuals during the decision making process. The chief concern of the Town, event organizer, or renter of outdoor facilities must be the safety of all participants, attendees, staff and spectators of the activity. The following plan will be in effect for all Town of Christiansburg sanctioned or sponsored events/activities as well as any person or organization renting any Town property. For purposes of this policy, a Town-sponsored event is defined as an event where all direction and organization of the occasion is overseen by Town officials or administrators. A Town-sanctioned event is defined as an organization hosting a Town-approved activity, whereby an event organizer oversees direction and organization. The Town of Christiansburg provides support and resources for the activity when applicable. Lastly, a rental is described as the occupation of Town property, whereby a renter is utilizing Town property or facilities, which include athletic fields or picnic shelters. In the event of threatening or inclement weather before or during a Town-sponsored event, a designated Town official or other designee will inform the attendees and participants of impending severe weather through on-site coordination and/ or through the Town’s electronic messaging system. For any Town-sanctioned events, an appointed representative of the presiding organization is responsible for communicating any severe weather information to attendees. In cases of a facility rental, it is the renter’s responsibility to notify attendees and/or spectators of any impending weather-related updates. GENERAL POLICY SPECIAL EVENTS : For a sanctioned or sponsored event, a Town of Christiansburg official or designee may monitor the weather and make the decision to notify the event organizer of dangerous situations and may enforce the suspension or cancelation of the activity in the event of severe weather. The decision to cancel, suspend or continue an event include but are not limited to: • Any reported lightning strike on the mobile DTN Weather Sentry Lightning/Storm Detector app within the eight-mile caution range regardless of the presence of visible lightning. The decision to cancel, suspend or continue the event during this occurrence will be at the discretion and authority of any two presiding members of the Severe Weather Committee. The committee will confer and make a decision to continue or discontinue the event based upon the information provided by the DTN weather system. • Utilization of the Flash-to-Bang Method (Count the seconds from the time the lightning is sighted to when the clap of thunder is heard. Divide this number by five to obtain how far away, in miles, the lightning is occurring.) If it reveals lightning to be within the 8-mile caution range, (a 40-second count between the flash of lightning and the bang of thunder) the decision to cancel, suspend or continue the event during this occurrence will be at the discretion of any two presiding members of the Severe Weather Committee. • Any lightning that is recorded on the mobile weather sentry DTN app within the six-mile warning range of a designated Town of Christiansburg mobile user’s location will warrant a mandatory shutdown of the event • It shall be the policy that if lightning strikes within a six-mile radius of the site, a mandatory suspension of the event will be in effect until 30 minutes have passed without any additional lightning or weather warnings • Utilization of the Flash-to-Bang Method (Count the seconds from the time lightning is sighted to when the clap of thunder is heard. Divide this number by five to obtain how far away, in miles, the lightning is occurring). If it reveals lightning to be within the 6-mile warning range, (a 30-second count between the flash of lightning and the bang of thunder) the event will shut down and everyone should seek shelter immediately. GENERAL POLICY ATHLETIC EVENTS AND FACILITY RENTALS : For sanctioned or sponsored athletic events, activities and facility rentals a Town of Christiansburg official or designee may monitor the weather and make the decision to notify the organization, club or renter of dangerous situations and may enforce the suspension or cancelation of activity in the event of severe weather. The decision to cancel, suspend or postpone an event include but are not limited to: • Any lightning that is recorded on the mobile weather sentry DTN app within the eight-mile warning range of a designated Town of Christiansburg mobile user at the location of event will warrant a mandatory shut down of the activity. If this is to occur, the athletic event, activity or facility rental will be shut down immediately and will not continue until all clear has been issued by the DTN Weather app. As long as the mobile DTN app user remains on site and the app is functioning, all clear will be provided from the mobile app.

• If the DTN Weather mobile app is not available, the policy will be to revert back to any reported lightning strike on the stationary DTN Weather Sentry Lightning/Storm Detector address of (100 East Main St. Christiansburg, VA 24073) within the eight-mile range regardless of the presence of visible lightning. If this is to occur, the athletic event, activity or facility rental will be shut down immediately and will not continue until the all clear has been issued by the DTN Weather system • If the DTN Weather mobile app and/or stationary DTN Weather Sentry Lightning/Storm Detector are unavailable, then utilization of the Flash-to-Bang Method (Count the seconds from the time the lightning is sighted to when the clap of thunder is heard. Divide this number by five to obtain how far away, in miles, the lightning is occurring.) If it reveals lightning to be within 8 miles (a 40 second count between the flash of lightning and the bang of thunder) activity is to be suspended and everyone should seek shelter immediately. SEVERE WEATHER COMMITTEE: For any Town sponsored or sanctioned event or activity, a severe weather committee is organized that includes the Town’s Emergency Coordinator, Town Manager, Assistant Town Manager, Director of Parks and Recreation, Assistant Director of Parks and Recreation, Operations Manager of Parks and Recreation, Programs Manager of Parks and Recreation, Highest Ranking Law Enforcement Officer working the event and the Event Manager. For any given event, any two presiding members of the committee have the authority to cancel, shut down or continue the event in question due to severe weather in the area before or during the event or activity. The Committee will monitor the weather through the use of the mobile DTN Weather Sentry Lightning and Storm Detector (if equipped) or by the Flash-to Bang Method. ANNOUNCEMENT OF CAUTION (SPECIAL EVENTS), SUSPENSION OR CANCELATION OF ACTIVITY: Once it is determined that there is a danger of inclement weather, a Town official or designee has the authority to cancel any Town-sanctioned event, activity or rental facility at any point up to and during the event, and immediately request the removal of all vendors, attendees and organizers. In the case of Town-sanctioned activities, it shall be the responsibility of a designated representative of the presiding organization, group or renter to notify and enforce all vendors, attendees or spectators to immediately evacuate the area. EVACUATION OF THE AREA: When communication is made with regard to severe weather and lightning in the warning area, all attendees, spectators and participants are encouraged to seek shelter immediately. All parties will be urged to evacuate to a safe location until conditions improve unless otherwise notified by an appropriate Town official or designee. Prior to the activity, event or rental, an evacuation plan may be required by the Town depending on the nature of the activity, which will be at the discretion of the Town’s Emergency Coordinator. RETURN TO THE AREA: An event can resume 30 minutes following the last lightning strike recorded within the warning area. The last lightning strike will be determined by either the detection system or visual confirmation with flash bang method in place. The 30-minute time frame will immediately start over with each additional lightning strike within the warning range. Inclement Weather Policy If the decision is made the day before to close Montgomery County Public Schools in person classes the next day due to inclement weather, the Christiansburg Recreation Center will not open until 8 a.m. and all scheduled programs will be canceled for that date. If Montgomery County Public Schools are delayed in the morning due to inclement weather, all programs before noon will be canceled for that morning. If Montgomery County Public Schools are released early due to inclement weather, all programs after noon will be canceled for that afternoon/evening. If Montgomery County Public Schools after-school activities are canceled, all of our evening programs will be canceled for that evening.
