Announcements • Prayer Chapel & Prayer Requests : The Diocesan Chapter of the Daughters of the King invite you to visit the Convention Prayer Chapel in the Buck Mountain Room. The chapel is open to individuals that desire a silent and contemplative place to pray. Seating in the chapel is spaced for social distancing. Kristen will be available at Delegate Check-In as listed above. • Evening Prayer: Opening worship at this year’s Convention will be Evening Prayer, which will take place at 6:00 p.m. on Friday in the Roanoke Ballroom and by livestream on the diocesan YouTube channel. All individuals registered to participate in Convention in-person may participate in the service in the ballroom. All others should view the service via livestream. • Sunday Eucharist: A diocesan-wide Convention Eucharist will take place in the Roanoke Ballroom at 10:00 a.m. Sunday, January 30. All delegates, alternates, and spouses who are registered to attend Convention in-person may attend the service in-person. All other clergy, delegates, and parishes are encouraged to join by livestream on the diocesan YouTube channel. Bishop Bourlakas will preside and preach. Clergy present in-person are invited to vest and process. Vestments are cassock, surplice, and green stole. Newly elected Convocation Presidents, Convocation Deans, Standing Committee members, and Disciplinary Board members will be installed at the service. Those who are newly elected and present at the hotel may opt to participate in the service in-person. They should arrive in the ballroom around 9:30 a.m. and check-in with the Master of Ceremonies, Canon Jonathan Harris. Churches throughout the Diocese are encouraged to use the service livestream as your principal service on January 30. Please distribute the diocesan YouTube channel link to your congregation: https://www.youtube.com/channel/UCGHvFPczsDp186aK9hRZpyQ • Convention Meals: The three major meals of Convention will take place in the Roanoke Ballroom at designated times in the agenda. The cost of all three meals (Friday dinner, Saturday lunch, and Saturday dinner) is included in the Convention registration fee. There will be one color-coded meal ticket used for all three meals. It will be included with each registered person’s name tag. Please present your ticket when going through the buffet line. Friday dinner and Saturday lunch are buffets. Hotel staff will dismiss tables one at a time to go through the lines. Please wait until your table is dismissed to help with distancing. Saturday dinner will be a plated meal served by the hotel staff. Those who outlined dietary restrictions on their registration form will receive a special table tent at check-in. Place your table tent next to your place setting at dinner so that staff will be aware of your dietary restrictions. • Convention Committees : Committees will meet only as needed. If there are meetings, they will likely occur just after the end of business on Friday. Please contact The Rev. Announcements submitted in a timely fashion with appropriate, streamlined content may be displayed as slides on the ballroom screen. • Notices and Solicitations: Those individuals or groups who wish to post ministry notices or advertisements may do so on designated tables on the far side of the Roanoke Ballroom. Round tables in the center of the Roanoke Ballroom must remain clear for delegates to use during business. Notices left on round tables will be removed by Convention staff and volunteers. 7

Robert’s Rules of Order

The general rules of parliamentary procedure set forth in the latest edition of Robert's Rules of Order shall govern the conduct of Convention except if there are other procedures provided by the Diocesan Constitution or Canons or as modified by (i) a motion or Rule of Order proposed by a Committee and approved by a majority of delegates present and voting; or (ii) the unanimous consent of the delegates present and voting. The following summary was prepared from the Introduction to the 12 th Edition of Robert's Rules of Order and from information available from www.robertsrules.org. Parliamentary Law is a set of rules for conduct of meetings designed to “enable assemblies of any size, with due regard for every member’s opinion, to arrive at the general will on the maximum number of questions of varying complexity in a minimum amount of time and under all kinds of internal climate.” Organizations using parliamentary procedure usually follow a fixed order of business. Below is a typical example: 1. Call to order. 2. Establishment of a quorum to transact business. 3. Officers reports 4. Committee reports. 5. Special orders (Important business previously designated for consideration at this meeting). 6. Unfinished business. 7. New business. 8. Announcements. 9. Adjournment. The method used by members to express themselves is in the form of motions. A motion is a proposal that the entire membership take action or a stand on an issue. Individual members can:

There are four Basic Types of Motions: 1. Main Motions: The purpose of a main motion is to introduce items to the

membership for their consideration. Main motions cannot be made when any other motion is on the floor, and they yield to privileged, subsidiary, and incidental motions. 2. Subsidiary Motions: Their purpose is to change or affect how a main motion is handled and are voted on before a main motion. 3. Privileged Motions: Their purpose is to bring up items that are urgent about special or important matters unrelated to pending business. 4. Incidental Motions: Their purpose is to provide a means of questioning procedure a. Wait until the last speaker has finished b. Rise and address the Chair c. Wait until the Chair recognizes you a. Speak in a clear and concise manner. b. Always state a motion affirmatively. Say, "I move that we ..." rather than, "I move that we do not ...." c. Avoid personalities and stay on your subject. 3. Wait for someone to second your Motion 4. Another member will second your motion or the Chair will call for a second. 5. If there is no second to your motion, it dies. 6. 4. By Division --This is a slight variation of a voice vote. It does not require a count unless the Chair so desires. Members raise their hands or stand. 5. By Ballot -- Members write their vote on a slip of paper or submit their vote through an electronic voting system. This method is used when secrecy is desired. There are two other motions that are commonly used that relate to voting. 1. Motion to Table -- This motion is often used in the attempt to "kill" a motion. The option is always present, however, to "take from the table," for reconsideration by the membership. 2. Motion to Postpone Indefinitely -- This is often used as a means of parliamentary strategy and allows opponents of a motion to test their strength without an actual vote being taken. Also, debate is once again open on the main motion. Parliamentary Procedure is the best way to get things done at your meetings. But it will only work if you use it properly. 1. Allow motions that are in order. 2. Have members obtain the floor properly. 3. Speak clearly and concisely. 4. Obey the rules of debate.

Voting on a Motion: The method of vote on any motion depends on the situation and the by-laws or policy of your organization. There are five methods used to vote by most organizations, they are: 1. By Voice -- The Chair asks those in favor to say, "aye," those opposed to say "no." Any member may move for an exact count. 2. By Roll Call -- Each member answers "yes" or "no" as his or her name is called. 3. By General Consent -- When a motion is not likely to be opposed, the Chair says, "if there is no objection ...." All nominees were invited to provide a digital photo and to respond to the following question: In 150 words or less: If elected, I would bring the following strengths to this position. Standing Committee, Lay Member

Sharon White, Grace, Lexington If elected, I will bring experience from serving two terms as the President of the Augusta Convocation and a lay member of the Executive Board. My strengths lie in my listening skills, commitment, and creativity. I have been active in the DIOSWVA as a Christian Education presenter for workshops, Safeguarding God's Children trainer, a Living Local Joining God mentor, and a member of the Executive Board’s Education and Finance committees. At the parish level, I am or have been a teacher, lay reader, chalice bearer, Lay Eucharistic Visitor, an EfM mentor, conference organizer, and musician. I have been active in Episcopal churches in South Carolina, Texas, Louisiana, and Virginia. I would be honored to serve as a lay member on the Standing Committee.

Brenda Garrison, St. Paul, Bear Mountain I am a cradle Episcopalian, baptized and confirmed at St. Paul’s, Bear Mountain and a lifetime member. I serve as the senior warden of the vestry currently and in other capacities for years. I am an active member of the Monacan Indian Nation and served as a council member for years. I am treasurer for the Scholarship Fund. I lead morning prayer services as needed and serve as a Eucharistic lay minister. I have taught Sunday School and worked with summer camps as well as Youth@Convention. I have also served many years as lay delegate at Convention.

Laura Beth Weaver, Christ, Blacksburg It would be an honor to serve the good folks of DIOSWVA in the capacity of Standing Committee Lay Member. I have served on my parish Vestry (including Sr. Warden), share leadership for our Children's Chapel programming, serve on the Constitution & Canons Convention Committee, and facilitate Safeguarding God's Children for both my parish and via Zoom for the diocesan-wide offerings. Professionally, I bring experience answering the National Suicide Hotline, providing services to victims of sexual and domestic violence, and providing leadership to a local non-profit organization. My faith informs both my certainties and questions. My husband and I are raising our children among the saints at Christ Church, Blacksburg and live on our family's farm near Riner, VA. As an added bonus, I enjoy standing through meetings and would therefore fit nicely on the Standing Committee. Peace!

Robert (Bob) Weatherall, Christ, Martinsville I am honored to be nominated as a Standing Committee Lay Member. My background consists of serving as Senior Warden and Lay Reader at St. Paul's Episcopal Church in Martinsville prior to the merger with Christ Episcopal. My background in assisting the management of a small parish gives me valuable insight into the everyday “real world” workings of the church. At our small church, we had numerous outreach programs for the community. This included free clothes closets, movie nights (with food), and community picnics. If selected, I promise to serve with the true Episcopal values to which we subscribe.

Standing Committee, Clergy Member

The Rev. Emily Edmondson, Christ, Marion I have had the privilege of serving Christ Marion since 2012. In my time as clergy, I have served one successful term on the Standing Committee. I currently serve on the Commission on Ministry, the Board of Trustees of Boys’ Home, and I am on the Boards of the Mountain to Mountain Partnership and Grace House on the Mountain. If elected, I will bring years of Diocesan experience to the Standing Committee with a firm commitment to serving God in his church.

The Rev. William (AJ) Heine, Trinity, Staunton If elected to the Standing Committee, I will bring the experience I've gained through eighteen years of ordained parish ministry. I will also offer my “prior life” experience in marketing and employee benefits consulting. Since I am new to the Diocese of Southwestern Virginia, I come with fresh eyes and a desire to learn. Most of all, I come with love for the Church, faithfulness to my vows, a commitment to the Gospel of Christ, and the firm belief that Love is the most powerful force in the universe.

The Rev. Gail Goldsmith, Trinity, Lynchburg In decision-making and discernment, I seek to follow Jesus’ grace and pray for God’s will. As a parishioner, I served on a small church’s visioning team and in our outreach ministries. As a priest, I have served a growing program parish in the Diocese of Alabama as curate and college minister. At Trinity, Boonsboro, we are building our kids’ program, strengthening our Christian formation, and shifting to an intergenerational culture. Fr. Ben Cowgill of St. John’s, Lynchburg and I are planting a college and young adult ministry, YAE Hill City (YAE= Young Adult Episcopal). Small church is a call and commitment for me. and this particularity’s representation is crucial in diocesan conversation. Our Episcopal tradition is a gift to our communities and worth our commitment to building up our witness. I offer energy, my trust in God’s promises for us, and the perspective of my age and peers to our spiritual practice of church governance.

The Rev. Jon Greene, Non-Parochial We are all called to serve. I had the honor to serve our country as a Naval Officer for over 28 years and then to continue my professional life supporting impactful research at Virginia Tech, an institution with the motto: Ut Prosim, “That I may serve.” I was called to the diaconate and ordained in 2018. I serve in the New River Convocation liturgically, pastorally, and working for social justice through the diocesan effort on Becoming Beloved Community, through an informal working group seeking to faithfully respond to the scourge of substance use disorder, and through Justice Advocates, a nascent and grassroots interfaith movement in the Roanoke and New River Valleys. If called to the Standing Committee by your votes, I would be honored to serve in that capacity, especially the sacred task of helping to discern if others are called to service through ordination.

The Rev. Eric Long, St. John, Roanoke I have been a priest for 23 years in three different dioceses. I have served in various size churches and filled diocesan leadership positions including: President of the Standing Committee (Central Gulf Coast), Diocesan Council (West Missouri), Regional Dean (West Missouri), and other temporary mission teams/committees.

Disciplinary Board, Lay Member

Lonnie Quesenberry, Stras Memorial, Tazewell I always take committee membership very seriously. I currently serve on three local boards, one of which I have chaired for 14 years. I also serve on a state board of which I have had four Governor appointments. I work well with people and know how much God has blessed me. If elected, I will give my best to represent the members of our diocese.

Elizabeth Moss, Grace, Lexington I would be very pleased to serve on the Disciplinary Board. Since moving to Virginia almost 9 years ago and immediately being welcomed into Grace Episcopal Church, Lexington, I have continued my lifelong involvement in church leadership, most recently serving as Senior Warden at Grace. I was privileged to serve on Diocesan committees in the Diocese of Kansas and the Diocese of Newark. In the Diocese of Newark, I served on the bishop transition committee, Diocesan Council, Steering Committee, and was chair of the Ward J Herbert Board. In Lexington, I have served on the Rockbridge Area Hospice Board of Directors and as president of The Rotary Club of Lexington Sunrise. I am a Paul Harris recipient. I have a B.S. in Nursing from Russell Sage College and retired from my career several years ago.

Aubrey Rosser, St. Peter, Altavista I am a member and past Senior and Junior Warden at St. Peter’s, Altavista. I am an attorney and have been in general practice since 1979, and I am a member of the Virginia State Bar. I have served on many local and state bar boards and committees including the Virginia State Bar Council, Virginia State Bar Standing Committee on Legal Ethics, and as Past Chairman of the Virginia State Bar Conference of Local Bar Associations Fraternally, I serve on the Jurisprudence Committees of both the Grand Lodge of Virginia A.F.& A. M. and the Grand Commandery of Knights Templar of Virginia. I also serve on the Grievances and Appeals Committee of Shriners International. Another one of my interests and passions is serving on the Board of International Cooperating Ministries (ICM), a charitable organization engaged in the construction of churches worldwide, as well as the production of multi-language Biblical resources.

Jane Ellis, St. Thomas, Christiansburg After being welcomed at St. Thomas, Christiansburg several years ago, I enjoy being a lector, singing with the choir, and serving on the Vestry. It would be an honor to also serve Christ with the people of the greater Diocese. Previously, I was on a search committee and appointed Director of our Episcopal Community Food Bank. I believe my professional experience as a Captain in the USAF and 16 years as a social worker provided many years of patiently listening to others while carefully dealing with sensitive situations. I offer a commitment to serve diligently on the Disciplinary Board.

Charles Phillips, St. Paul, Salem I have been a member of St. Paul's for 56 years. My experience as a practicing attorney for 58 years, ten of those as Commonwealth's Attorney for the City of Salem, has given me the experience of being capable of recognizing the evidence presented and to judge the individual fairly. I was awarded the Lewis F. Powell, Jr. Pro Bono Attorney for the year 2021. I have served on the VA State Bar Ethics Committee, and I have served as a Judge Pro Tem, hearing and judging several cases. I am a member of the vestry and the finance committee. I am a former junior warden and a former member of the Endowment Board. I would be pleased to serve on the Disciplinary Board of our Diocese.

The Rev. Tom Crittenden, Non-Parochial Ordained in 1984, I have served churches in Alabama, Missouri, Florida, and Virginia; 27 of these years as a rector. I am currently engaged in full-time interim ministry. I have broad parochial, convocational, diocesan, and provincial experience and have served this Diocese on the Standing Committee and the Disciplinary Board.

The Rev. Chris Roussell, St. John, Lynchburg As a priest of nearly 20 years who has had the privilege of counseling other clergy in crisis as well as individuals who have been hurt by representatives of the Church, my heart aches for those moments when the Body of Christ is broken. It is my prayerful desire to ask the Holy Spirit to grant wisdom and insight, to listen without judgment, and to show mercy towards those who are in pain.

The Rev. Scott West, Christ, Blacksburg Over the past fourteen years, I've served the Diocese in a variety of capacities on the Standing Committee, Commission on Ministry, the Board of Examining Chaplains, Trustees of the Funds, Executive Board, Dean of the New River Convocation, Diocesan Historiographer, and Phoebe Needles Board.
