Executive Director’s Annual Report
Ruritan did have a good year financially. Your National Board of Directors, Treasurer and staff worked diligently to reduce expenses while experiencing a shortfall in dues revenue. The shortfall in dues revenue could have been much worse if not for our alternative membership types. Nearly 15% of our dues collection comes from Associate Members, Ruritan Forever members, Youth members, Teen members and for the first time this year, Affiliate members. If not for the $153,000 in dues from these member sources the shortfall in revenue would have been much worse. That begs the question why? The answer is simple. The active membership of Ruritan continues to decline. The statistical information
National Treasurer’s Annual Report Ruritan had a good financial year. The income and expense statement shown on page six shows that the Ruritan National operating budget had a positive bottom line of $4,977.16. The graphs that follow the statement show visually how we receive our money and how we spend it by category. Having nearly $5,000 in our bottom line is remarkable when you look closely at the numbers. We budgeted $1.91 million in dues revenue but missed that mark by just over $85,000. Our total income from all sources was budgeted at $1.3 million but we collected only $1.1 million. We were short by nearly $150,000 in income from all sources. On the other side of the equation we budgeted $1.3 million in expenses but spent nearly $150,000 less. The savings in expenses was enough to create a positive bottom line of $4,977.16 The convention income was also short of the budgeted amount and as a result you will see on page ten that the convention lost $5,221.52. Netting the two numbers we had a net income on the balance sheet on page nine of -$244.36. We will continue to be diligent in our responsibility to use your money wisely. Thank you for giving me the opportunity to serve you as your National Treasurer. We have to begin to reverse these trends. Growing clubs is our most important issue whether that is through new clubs in new communities or growing the clubs that exist by recruiting new members and keeping them. We need your help. Continue to keep the growth of Ruritan at the front of your list for 2019. will show that we lost 22 clubs this year and 845 members. Those numbers alone are cause for concern. However, if you look at the annual report from 40 years ago we had 1301 clubs and 38,790 members. That means we have lost 327 clubs and 15,744 members in the last 40 years. That creates two notable problems. 15,744 members would be contributing $692,736 to the annual budget. Sometimes the numbers don’t look too bad when we look a year at a time. But when you look at the cumulative effect the full impact is clear. We talk about money a lot. Perhaps too much. But think about the impact in another way. We have less members and less clubs serving fewer communities. 327 clubs lost in the last 40 years means that 327 communities across the country are not receiving the benefit of a Ruritan club. Again, the numbers are easier to digest a year at a time but when you look at the long term it gets harder. Think about what your club does for its local community. What would the community do if your club was not there to serve its needs?

INCOME Charter Fees – Charter Fees are paid to Ruritan National when a club is formed. New clubs receive the official charter and new member kits for each member. Dues – Dues are paid quarterly in January, April, July, and October at $11 per member. Ruritan Forever Endowment – When a member, living or deceased receives a Ruritan Forever perpetual membership the money is segregated into a separate fund. This fund is used to produce income for payment of the members dues. Dues are paid for the life of the member and then perpetually. Once a member dies the dues generated are posted to the endowment income line. Associate Member Dues – Dues paid quarterly in January, April, July, and October at $11 per member. Ruritan Student Associate Member Dues are included in this line – Dues are paid quarterly in January, April, July, and October at $3.75 per member. Ruri-Teen Member Dues – Affiliation fee is due once a school year (due by January 10) at $100 for Ruri-Teen club and $150 for a college club. Ruritan Youth Dues – Dues are paid quarterly in January, April, July, and October at $3.75 per member. Initiation Fees – New members pay a $5 initiation fee to the club. The club in turn remits $3 of the fee to Ruritan National. Merchandise Sales Gross – Sale of Ruritan apparel, and specialty items (cups, pens, etc.), materials for club use, road signs, Rudy Bears, etc. Magazine Advertising – Income from advertisements placed in the Ruritan Magazine. Capital Replacement Donations – Donations received from districts, clubs, and individuals for capital replacement projects. Interest – Income generated on bank and investment accounts. Unrealized Gain/Loss – Gains/loss on investments at a specific date. Gains and Losses are only realized if in fact the investiments are sold at that time. Foundation – The Ruritan National Foundation operates from the Ruritan National Office. The Foundation annually makes donations to Ruritan National to offset the cost of operations. Other – For any other income that Ruritan National receives. EXPENDITURES Executive Director Salary Salaries and Wages – Includes all National Office Staff except the Executive Director. Taxes and Employee Benefits – Federal & State income tax, social security, medicare, insurance, retirement. Office – Includes utilities, telephone, postage, supplies, maintenance, Holland memorial upkeep, equipment rental, and service. Capital Replacement Expense – Expenses that occur when replacing Capital items Other Administration – Federal and State unrelated business income tax, sales and use taxes, bank charges, bonding, professional auditing, legal services, computer programming, employee education. President’s Travel – Expenses for the travel of the National President President Elect’s Travel – Expenses for the travel of the National President Elect. Other Travel – Officers, staff, and non board committee travel. Growth and Development – Includes membership marketing (public service announcements, billboards, statics, audio and video,) publicity and public relations, area zone governors, expansion, growth awards, and allowances. Director’s Travel – Expenses for the travel of the National Directors. District and Club – Includes awards and officer pins, refund of 10% of dues collected to districts, district and club supplies (kit material) and shipping, liability insurance, summer leadership conference, youth conference, governors expenses to national convention, travel by area zone governors, district officer training meals and materials, magazine to members. Depreciation/Uncollected Dues Expense - Depreciation of office equipment and disbanded club expenses. Cost of Goods Sold – Cost to purchase merchandise for resale. Notes to Financial Statements

MINUTES OF THE 87th ANNUAL CONVENTION RURITAN NATIONAL January 19, 2018 Friday Business Meeting
START TIME: 9:00 a.m. PRESIDING: 2017 National President Danny Privott
Convention Program Co-Chairs, 1998 National President, Gary Taylor, and 2007 National President Jimmy Bristow, welcomed the attendees to Charleston, SC and requested anyone who is not a delegate to remove themselves from the delegate seating area. Vickie Lerch led the attendees in the song “America” accompanied by Alton Free on piano. 2017 Holland District Lt. Governor, Phillip Bradshaw gave the invocation. Jimmy Bristow introduced National President, Danny Privott as he walked to the podium. Jimmy Bristow presented President Danny with a copy of the Program. He reported that a printed copy of the Program is in the hands of each registrant for the convention. The Agenda for the business meetings is on page 27. The printed Program also contains the Standing Rules of the Convention, which are located on pages (10-13). Delegates are reminded that when voting to adopt the printed program they will also be voting whether or not to adopt the standing rules. Before adoption of the program, there are a couple of omissions which should be corrected. On page 68, the office of National Director 2-Yr. Unexpired Term and the candidate, Robin D. Davenport (VA) was omitted. Also on that page, the states in which the candidates reside were omitted. The Nominating Committee Chair will announce the states as the candidates are introduced so delegates may note this information on page 68. Jimmy Bristow: Move for the adoption of the convention program, as corrected, by the direction of the committee. The Chair restated the motion and asked the delegates if there was any discussion. Hearing none, The Chair asked all those in favor to say “Aye.” All opposed say “NO.” The Chair declared the motion adopted.

The Chair called upon Past National Director Jerry Atkins, Chair of the Registration and Credentials Committee to give a report. Committee Chair Jerry reported as of Friday, January 8, 2015, 9:00 a.m., there were: Pre-Registered 500 Walk-ins 19 Cancellations 26 Total Registered 493 Certified Delegates 434 Committee Chair Jerry: Move, on behalf of the Credentials Committee, the adoption of this Preliminary report. The Chair restated the motion and asked the delegates if there was any discussion. Hearing none, The Chair asked all those in favor to say “Aye.” All opposed say “NO.” The Chair declared the motion adopted. The Chair called upon Past National President Millard Thacker, Chair of the Nominating Committee, for his report. Committee Chair Millard, on behalf of the Nominating Committee, presented nominees for each National office. A listing of nominees known at the time of printing appears on pages 50-64 of the convention program booklet. Committee Chair Millard reported that all candidates presented by the committee today have been certified by the Committee. He also thanked his committee members, Anne Hilliard and Frank Kinsey for their work on the committee. Committee Chair Millard announced Graham K. Bryant is nominated for Foundation Trustee. The Chair opened the floor for additional nominations for Foundation Trustee. Hearing none, the Chair declared the nominations for Foundation Trustee closed. Committee Chair Millard announced Robin D. Davenport (VA) is nominated for National Director (2 yr. unexpired term). The Chair opened the floor for additional nominations for National Director (2 yr. unexpired term). Hearing none, the Chair declared the nominations for National Director (2 yr. unexpired term) closed. Committee Chair Millard announced Dennis Bagnell (VA), Larry Bowman (WV), Donna Jean Bricker (OH), Lynn Fillers (TN), Cassandra Flanagan (WV), Edward “Ed” Hicks (VA), Donna Jo Poulton (SC) and Timothy L. Spitler (NC) are nominated for National Director. The Chair opened the floor for additional nominations for National Director. Hearing none, The Chair declared the nominations for National Director closed. Committee Chair Millard announced Larry Blount (PA) and David S. Thompson (VA) are nominated for National Treasurer. The Chair opened the floor for additional nominations for National Treasurer. Hearing none, the Chair declared the nominations for National Treasurer closed.

Approved May 18, 2018 Committee Chair Millard announced Larry W. Cassell (MD) is nominated for National President- Elect. The Chair opened the floor for additional nominations for National President-Elect. Hearing none, the Chair declared the nominations for National President-Elect closed. Candidates for each office were allowed speak to the delegates for two minutes. Committee Chair Millard: Move, on behalf of the Nominating Committee, to enter into nomination the slate of candidates as presented to the delegates. The Chair restated the motion and asked the delegates if there was any discussion. Hearing none, The Chair asked all those in favor to say “Aye.” All opposed say “NO.” The Chair declared the motion adopted. The Chair reminded delegates that certification is open today from 8:30 a.m. to 1:00 p.m. Anyone not pre-certified must be certified by 1:00 p.m. to be able to vote. The polls will be open starting at 2:00 p.m. You will be able to vote electronically starting at 2:00 p.m. today until 10:00 a.m. tomorrow. Please allow those with disabilities to advance to the front of the line at the polls. The Chair called upon Pat Davis, President of the Ruritan National Foundation, for a report. Pat presented Tom Downing awards to Joe Jaynes, Glen Broadwater and George Brothers. The Chair called upon members of the Publicity and Public Relations Committee, to come to the stage to present Rudy Bears to North Charleston Police and North Charleston Fire Department representatives. The Chair called upon Linward Hedgspeth of the Bylaws Committee and Glen Broadwater of the Growth, Development and Membership Retention Committee for a report on, and to answer delegates questions about, the bylaws issues on the ballot. There were three delegates who rose to speak on the ballot issue which would add an Affiliate Membership to our bylaws: Mike Casey of the Chesterfield (NC) Ruritan Club asked what would be the national dues for an Affiliate Member should the amendment be passed. Answer: the national dues for an Affiliate Member would be set to the same as Adult Members. Thomas J. Adams of the Central Chesterfield Ruritan Club asked if clubs would be able to recruit inactive members to be Affiliate Members. Answer: yes, this is the intent of the amendment to give us an alternative for those members who have been deactivated. These are an excellent source of candidates for this membership class. Grover Burkett of the Dundas Ruritan Club stated he would be in favor of either the Associate Membership or the Affiliate Membership, but not both. He thought this was the reason the Associate Membership. Answer: yes, but the difference is non-Ruritans may be recruited as Associate Members of your local club, but to qualify for Affiliate Membership, you must have

Approved May 18, 2018 been an Adult regular member first and the Affiliation would be with Ruritan National only, not with the local club. The Chair called upon President-Elect Guy to announce the next three presentations while he presented the awards on the stage. President Danny was joined by Mike Morrison, Chair of the Youth Committee for the presentation of Rudy Youth and Ruri-Teen of the Year. 2017 Rudy Youth of the Year is: Madison Kelley of the Turner Ashby Ruriteen Club. Madison attended every club meeting, zone meeting and has attended both district and a national convention. She spent 800 hours on club projects and completed twelve (12) projects. She has served as a committee chair and as president of her Ruri-Teen club as well as being a very active member in her regular club. She plays travel softball as well as basketball for her school. She is a member of the Mount Crawford and Turner Ashby Ruri-Teen clubs in the Rockingham District. 2017 Ruri-Teen of the Year is: Sarah Birkholz of the South Stokes Ruri-Teen. Sarah has been a member of Ruritan since 2009 and is a member of two clubs. She attended 25 club meetings and visited three other clubs throughout the year. She served as club president, as committee chair over two committees, completed ten projects and has spent 160 hours on club projects. She plays volleyball and softball for her high school. She participates in 4-H, FFA and the Beta Club. She has volunteered at a health and rehab center, for special Olympics, at the local community hospital, for Relay for Life and helps third graders learn about agriculture. She is a member of the South Stokes Ruri-Teen Club in the Piedmont District! 2017 Ruritan of the Year is: Katharine B. Allen of the Rewastico Creek Ruritan Club in the Delmarva NJ District. Katharine has been a member of Ruritan since 1995. She not only attended all club meetings last year but attended two zone meetings as well as both District and National conventions and made 21 club visits. She completed 62 projects and spent 800 hours on club projects. She has served as District Secretary and Zone Governor for many years. She also served as Club President and Vice president. She has been Club Secretary for over twenty years. She is active in her local church, assisted with local bake sales and served as co-chair for the carnival booth. She has worked with local sick individuals and others in their local community. She is active in her local Garden club and the Farm and Home show. The Chair called upon National Secretary, James Mills for announcements. The Chair called upon Robert “Bobby” Wren, 1978 National President, to assist him with the presentation of the Military flags The Chair asked everyone to wait for just a few minutes while our speaker makes his way to the ballroom.
Bobby Wren introduced, Major General R. Steve Siegfried, our Veterans Speaker. The Chair called upon National Secretary, James Mills for announcements. The Chair declared the meeting in recess until 9:00 a.m. on Saturday.

Special Recognitions The Chair asked President-Elect Guy to come to the podium to assist him with special recognitions while he took his place on the presentation stage. President-Elect Guy asked all Ruritan members with 50, 55, 60 and 65 or more years of membership, to stand to be recognized. President Danny walked among them to shake hands, congratulating them on their dedication. President-Elect Guy stated that Ruritan Forever is our life membership program. He asked all those who have received Ruritan Forever status during 2017 to stand. (These are listed in the Annual Report on page 13) He later asked for all who hold Ruritan Forever status to stand. President-Elect Guy stated that membership recruitment is the life blood for the local club and Ruritan Nation. He asked those who had received the President’s Golden Key award in 2017 to stand. He later asked for all Golden Key members to stand. President-Elect Guy asked all members in clubs winning Gold Community Service awards in 2017 to stand and be recognized. President-Elect Guy announced the following award winners as the awards were presented by President Danny.

Dale reported the Treasurer’s report can be found on page 4 of the Annual Report with statement and notes on pages 5-10 of the Annual Report. The Chair called upon the National Secretary, James Mills, for his report. James reported the minutes of the 2017 Ruritan National Convention were approved by the Board of Directors on March 17, 2017 and can be found in the Annual Report on pages 19-27. Any referenced attachments are on file at the National Office. The Chair called upon Executive Director, Michael Chrisley for his report. Mike gave an oral report to the delegates. Mike’s full report is on page 3 of the Annual Report. The Chair thanked Michael Chrisley and the staff at the National Office for the work that they have done in preparation for the National Convention. The Chair called upon past National Secretary, JoAnn Wenger, Chair of the Resolutions Committee, for a report. Committee Chair JoAnn thanked committee members 2017 Peaks of Otter District Publicity Chair, Deborah Bobbitt and past National Director, Kay Pearson for their work on the committee.
