July 2018 to July 2019 Boiling Spring Volunteer Fire &Rescue –Attended monthly business and monthly training meetings, Fund raising events. Responded to fire and rescue calls throughout the year. Currently holds the following offices: Lt 5 and Parliamentarian. Serves on the Executive, Investigative and Building Committees.

Alleghany County Fire & Rescue Association – Attends Bi-monthly meetings.

July 21, 2018 – Assisted and over seen competition for Alleghany County mini-convention.

July 29 & 30, 2017 – Assisted with EVOC class held at Sharon Fire Department for Alleghany/Covington departments. August August 1 - 5, 2018 – Attended the 132nd Virginia State Firefighters Convention in Hampton, VA. August 1, 2018 –Attended the Executive Committee Meeting, Dogwood Dedication, Memorial Service and Meet Your Host at the American Legion August 2, 2018 – Attended the Annual Convention Joint Opening Ceremonies and Business Meeting. Attended VSFA Officers Meeting. Attended EMS Team Captain Meeting. August 3, 2018 – Attended the Luncheon in the exhibit hall. Judged the EMS Contest. Attended the team captains meeting and the Picnic at Fort Monroe.

REPORT OF THE SECOND VICE PRESIDENT JUNE 23, 2019

This report covers the activities in which I have been engaged from July 2018 through June 2019. If you have any questions, please do not hesitate to contact me. My role oversees the following functions:

BY LAWS COMMITTEE Mr. John Blosser of New Market serves as the Chairman of this committee. The committee was tasked with reviewing existing by laws to modernize content and correct some obsolete references. Look for a report from the committee elsewhere in the 2018-2019 Red Book. COMMUNICATIONS COMMITTEE Plans to develop a Web Strategy Plan have not yet materialized but work on the Association’s web presence has been continuing. The Committee is engaged in a search for a vendor that can provide access to web tools and membership management resources that can add value to the existing VSFA website. Much of this work is now being executed by the Executive Director. VISION 20/20 COMMITTEE The Vision 20/20 team was responsible for the development of the strategic plan that will guide the VSFA through the year 2020. The Committee was also charged with documenting and/or establishing policies and procedures for the business operations of the association. The Vision 2020 Committee offered to assist the elected officers of the Association with the development of implementation plans to help them achieve their objectives and reach their goals by the end of the year 2020. The Committee continues working to develop a policy and procedures manual for the VSFA. THE VIRGINIA FIREFIGHTER ELECTRONIC NEWSLETTER I have continued to meet with a potential vendor to revive and restore a publication for the general membership of the VSFA. The vendor is developing a rough draft for a proposal, and further discussions to define the requirements and understand costs and options has been planned. I hope to bring a proposal to the table for consideration at the summer Executive Committee meeting.

• On July 5, 2018, conducted a teleconference to continue exploration of a revised version of the association’s publication with Fire News . • Participated in a Joint Conference Committee meeting on July 11, 2018 to address the development of a joint agreement between the VSFA and the Virginia Association of Volunteer Rescue Squads (VAVRS) to co-host the 2019 annual conference. This meeting was conducted via web tools. • Attended the annual conference of the VSFA, held at the Hampton Roads Convention Center (HRCC) in Hampton, Virginia from August 1-4, 2018. • Participated in the summer Executive Committee meeting on August 1, 2018 at the HRCC in Hampton, Virginia. • Attended the Virginia Fire Services Board meeting on August 3, 2018 at the HRCC in Hampton, Virginia. • Attended a Joint Conference Committee meeting on August 3, 2018 at the HRCC in Hampton, Virginia. • Attended a Joint Conference Committee meeting on August 9, 2019 to continue development of the joint agreement to host a 2019 conference. • On November 8, 2018, conducted a teleconference to continue exploration of a revised version of the association’s publication with Fire News. • Participated in a Joint Conference Committee meeting to finalize the joint agreement between the VSFA and the VAVRS. The meeting was held on January 6, 2019, at the VAVRS headquarters in Oilville, Virginia. • Participated in a Joint Conference Committee meeting on January 8, 2019 to discuss marketing the for the joint conference, dubbed First Responder Virginia. The Joint Conference Committee met thereafter as the FRV Planning Committee, a joint committee of the VSFA and the VAVRS. This meeting was conducted using web tools. • Participated in an FRV Planning Committee meeting, held on February 3, 2019, at VAVRS headquarters in Oilville, Virginia. Meeting activities are documented elsewhere in the 2018-2019 Red Book. • Participated in an FRV Planning Committee meeting, held on March 3, 2019, at VAVRS headquarters in Oilville, Virginia. Meeting activities are documented elsewhere in the 2018-2019 Red Book. • Represented the VSFA at the 144 th Recruit School Graduation of the Fairfax County Fire and Rescue Department. Graduation ceremonies were held on March 15, 2019, at the Centreville Baptist Church in Centreville, Virginia. Observed the ceremonies at which the fourteen graduating recruits received their black helmets and their first assignments as career firefighters. The graduates came from as close as southwestern Virginia (Timberville) to the southwestern United States (Los Angeles). • Participated in an FRV Planning Committee meeting, held on March 3, 2019, at VAVRS headquarters in Oilville, Virginia. Meeting activities are documented elsewhere in the 2018-2019 Red Book. • Represented the VSFA at the annual Volunteer Firefighter Recruit School Graduation of the Fairfax County Fire and Rescue Department. Graduation ceremonies were held on March 17, 2019, at the Fairfax County Fire and Rescue Academy. Members representing ten of the

twelve volunteer fire departments in the county graduated that evening, having earned certifications from the National Fire Protection Association Standards 1001 (Firefighter I and II), and 473 (Hazardous Materials First Responder at the Operations Level), as well as the American Heart Association in CPR, and the National Registry of Emergency Medical Technicians as Emergency Medical Technicians – Basic (Virginia Office of Emergency Medical Services certified, NREMT-test completion pending). Congratulations to these members who achieved qualification as minimum staffing for the Fairfax County Fire and Rescue Department! • Participated in the spring VSFA Executive Committee, held on March 30, 2019 at the Church of the Brethren in Charlottesville Virginia • Participated in an FRV Planning Committee meeting, held on April 13, 2019, at VAVRS headquarters in Oilville, Virginia. Meeting activities are documented elsewhere in the 2018-2019 Red Book. • Participated in an FRV Planning Committee meeting, held on May 5, 2019, at VAVRS headquarters in Oilville, Virginia. Meeting activities are documented elsewhere in the 2018-2019 Red Book. • Marketed the upcoming FRV Conference to vendors at the annual Lancaster County Firemen’s Association Fire EXPO on May 19, 2019. The EXPO was held at the State Farm Show Complex in Harrisburg, Pennsylvania, where contacts were provided to more than 100 businesses to encourage them to participate in the exhibit hall at the conference this year. • Represented the VSFA at the graduation ceremony for students participating in the Fairfax County Public Schools High School Firefighter Career Studies Program. The ceremony was held on May 30, 2019 at the Fairfax County Fire and Rescue Academy. Daily during the school year, these students travelled from across the county for a minimum of five hours of training, then spent more time engaged in activities including physical training, apparatus and tool maintenance, hose loading, and upkeep of their educational facilities. These students received certificates for successfully completing the National Fire Protection Associations Standards 1001 (Firefighter I and II) and 473 (Hazardous Materials First Responder at the Operations Level). Almost all the students were seniors and attended graduation ceremonies for their high schools in the next few weeks. These students expressed interest in pursuing careers as firefighters or using their new skills in life.

This year I have devoted my activities to contacting these new people, face to face, obtaining updated contact information and attempting to help them understand why they need to be members of the Virginia State Firefighter’s Association.

Executive Summary

This report covers the activities of the District 12 Executive Representative to the Virginia State Firefighters Association (VSFA) for the period of July 2018 through June 2019. This has been a challenging year for me, personally, and for our district, professionally. Work and family demands have been unrelenting for me, but I still strive to represent the members of District 12 to the best of my ability, and have visited with new, existing, and prospective members whenever and wherever I can. I had an unprecedented opportunity to share the knowledge, skills, and abilities I have acquired through more than 42 years of emergency service experience in Virginia to help six West African nations to build their own capabilities to manage emergencies. In that opportunity, I helped to forge curriculum and

deliver pilot courses in subject matter including emergency communications and warnings, and incident command systems. The classes were held over a series of trips covering more than five weeks in the summer and fall of 2018 and were delivered at the Kofi Annan International Peacekeeping Training Center in Accra, Ghana. It was among the most rewarding experiences I have ever had in the emergency service community and was the most rewarding experience I have ever had as a training instructor. Meanwhile, evidence that things change and that we in the volunteer fire service must change with them, was seen in the form of volunteer companies in Prince William County surrendering their properties and, in some cases, closing their corporations and ceding all fire and rescue responsibilities to the county. This is not just happening in Prince William, but in Loudoun, too, and in other counties around the country. Our volunteer fire and emergency medical service organizations must evolve, or we will lose more companies in the future. Please know that I welcome the opportunity to visit with any member organization, be it at a company meeting, Board meeting, or special event to share news from the VSFA, to hear about the challenges your organizations are facing, and to work with you to try to address them.
