Project Description

The Town is advancing a multi-phase restoration project at Heritage Park and Toms Creek to improve ecological function, enhance stormwater management, and increase recreational opportunities, including the construction of a secondary pedestrian bridge. The creek restoration will draw on the successes of the StREAM Lab on Stroubles Creek at Virginia Tech and is expected to provide long-term environmental and community benefits. Design and engineering must be completed before the Town can apply for grant funding to implement the creek restoration. The proposed timeline and project phasing are as follows: Heritage Park Restoration – Initial restoration underway, funded by Virginia Environmental Endowment (VEE) grant through FY2026. Eight year invasive species management to ensure native plant establishment is requested through a separate CIP project.

Heritage Park Wetland Delineation – Funded and completed via FY2025 operating budget.

Toms Creek Restoration Design and Engineering – Proposed CIP funding in FY2027.

Toms Creek Restoration Construction – Must be completed within five years of approved wetland delineation per Army Corps of Engineers; VEE grant application planned for January 2026.
