Project Description

The St. Luke and Odd Fellows Hall Working Group has identified a series of improvements to enhance the condition, usability, and long-term durability of this historic Town-owned building, operated by the Blacksburg Museum and Cultural Foundation (BMCF). Recommended actions include new interior finishes for walls and ceilings, light flooring refurbishment, repair of windows and doors in alignment with historic standards, a new chimney cap, lighting upgrades, EMS networked fire and security systems, structural reinforcement of the stage area, reconstruction of sub-stage storage, energy efficiency upgrades, interior storm windows with museum-grade UV protection, replacement of the HVAC system, a new humidity control system, and new landscape plantings. Construction will be coordinated among Public Works, the Office of Sustainability, and BMCF staff. This request expands upon the previously approved CIP budget to address additional needs identified after the initial submission, including: • Findings from the Historic Paint Analysis requiring historically accurate restoration of interior paints, wood finishes, and plaster stabilization. • Additional structural engineering and construction planning to reinforce the stage and sub-floor. • Expanded HVAC system design work.
