NARRATIVE

The Town Manager’s Office provides leadership and support for town activities and departments and carries out the policies of the Town Council in a fair and equitable manner. The mission is to facilitate effective communication between town government, citizens, community organizations and institutions, and neighboring jurisdictions including the State and Federal government. It serves as the Town’s economic development office while also managing special projects. FY 2026 ACCOMPLISHMENTS  Completed several American Rescue Plan Act (ARPA) projects that supported the business community, affordable housing initiatives, and quality of life enhancements.  Collaborated with Parks and Recreation to identify the location of the future recreation center.  Began implementation of the Town’s five-year retail strategic plan in coordination with multiple departments.  Assisted in the transition of a new Director and Assistant Director of Finance to the organization.  Relaunched the Downtown Façade Grant Program to provide strategic investments in downtown buildings.  Coordinated a power purchase agreement with multiple departments to provide a solar array on Blacksburg Transit’s facility to offset energy costs over the next 25 years.  Complete all remaining ARPA projects in compliance with U.S. Treasury guidelines.  Continue financially planning for a new recreation center in coordination with the Town’s financial advisors, Finance Department, and Town Council.  Coordinate a new utility rate study to strategically plan for infrastructure investments over the next several decades.  Continue to address development service improvements to best manage growth impacts and housing initiatives.  Encourage continued investment in and improved maintenance quality of downtown buildings through the Downtown Façade Grant Program.  Finalize the Draper Road streetscape and downtown restroom design and prepare to transition into construction. FY 2027 OBJECTIVES  Address Town Council’s Strategic Goals and Community Values.
