Town of Blacksburg Adopted Operating Budget FY 2027
General Fund Revenues and Other Financing Sources General Fund revenues and transfers total $50.2 million in FY 2027, an increase of 7.8% over the FY 2026 budget. Revenue growth is broad based. Real estate taxes remain the single largest and most stable source of support, while other local taxes - especially meals, lodging, and sales tax receipts - continue to benefit from moderate economic growth and inflation in consumer prices. Intergovernmental revenues and licenses and permits remain steady contributors to the Town's operating plan. The budget maintains the real estate tax rate at $0.26 per $100 of assessed value. Revenue assumptions also reflect modest growth in charges for current services, continued strength in parking and rental revenues, and a partial rebound in interest earnings relative to the FY 2026 budget. Together, these trends support the Town's ability to fund operations without relying on one-time revenue sources for recurring costs. Revenue diversity remains a core strength of the General Fund. Real estate taxes, other local taxes, intergovernmental revenues, and licenses and permits create a balanced structure that helps moderate the impact of changes in any single economically sensitive category. Historically, revenues tied to tourism, retail, and university activity have proven somewhat volatile, but the broader mix of sources improves resiliency and supports sound fiscal planning.
