WATER AND SEWER FUND
NARRATIVE
The Water and Sewer Fund provides for safe and reliable, uninterrupted water service and sanitary sewer service to Town utility customers in a cost-effective manner. Engineering services are provided for monitoring, expansion and improvement of the drinking water and sanitary sewer systems to assure reliability, demonstrate best practices, and enhance environmental sensitivity. FY 2026 ACCOMPLISHMENTS Engineering & GIS • Completed design for Areas 6 and 7 of the unidirectional flushing program to improve water quality by systematically scouring water pipes. • Completed final lead service line inventory based on statistical method for the Lead and Copper Improvements Program. • Completed design for Locust Avenue waterline replacement phase II. • Completed design and construction of the first phase of a two-year effort to reduce infiltration and inflow to the Town sewer system. • Completed construction of the Lucas Drive Sewer and Hospital Pump Station projects. • Completed design and construction of upgrades to the mechanical and electrical systems at the Cedar Run Sanitary Sewer Pump Station. • Completed design and construction of the Miller Street Sewer relocation. Public Works • Responded to approximately 90 after-hours emergency events related to the water and sanitary sewer systems. • Completed annual contract for third party inspection and maintenance of Septic Tank Effluent Pumping (STEP) and Septic Tank Effluent Gravity (STEG) tanks. • Implemented sanitary sewer CCTV inspection and workorder software. • Pumped approximately thirty (30) STEP/STEG tanks identified by third party inspection. • Installed 1,400 feet of water main along Eheart Street. • Completed two (2) cost share sewer extensions and installed 65 new water services. • Replaced the Highland Park water pump station pumps. • Located and identified water and sewer assets to improve mapping. • Upgraded the Westover, Karr Heights, and Shenandoah 2 sanitary sewer pump stations. • Installed new pumps and check valves at the Cedar Run Sanitary Sewer Pump Station. • Replaced approximately 800 feet of sewer force main at Windsor Hills Pump Station. FY 2027 OBJECTIVES Engineering & GIS • Complete the design and construction of the Northside Pump Station force main relocation to increase the capacity to service new development on the north end of Town • Continue efforts to reduce Infiltration & Inflow to the sanitary sewer system by completing Year 2 of a Find & Fix contact. • Update the Town Sanitary sewer model.
