STORMWATER FUND

NARRATIVE The Stormwater Fund is dedicated to enhancing stormwater infrastructure to safeguard public safety, maintain property values, and promote environmentally responsible practices. It supports various initiatives aimed at mitigating the effects of urban stormwater runoff. These initiatives include public education and outreach, detection and elimination of unauthorized discharges, control of runoff during and after construction projects, and maintaining proper management practices at municipal facilities. The Fund also covers professional services for reviewing site plans, as well as the planning, monitoring, mapping, and improvement of the storm drainage system and the best management practices used to manage stormwater effectively. FY 2026 ACCOMPLISHMENTS • Begin construction for the Harding Avenue Stormwater and Sidewalk Improvement project. • Submitted the 2024-25 MS4 Annual Report to DEQ, and it was accepted. • Continue a public storm drain structure inspection program to identify failing storm drain structures and flag them for repair. • Continue the private stormwater facility inspection program and continue to work closely with facility owners to improve the condition of privately owned stormwater facilities. • Completed a Webb Street stormwater conceptual design. • Continued to negotiate solutions for the Ardmore Street flooding. FY 2027 OBJECTIVES • Complete construction of the Harding Avenue Stormwater and Sidewalk Improvement project. • Submit the 2025-26 Annual Report to DEQ for acceptance. • Continue a public storm drain structure inspection program to identify failing storm drain structures and flag them for repair. • Continue the private stormwater facility inspection program and continue to work closely with facility owners to improve the condition of privately owned stormwater facilities. • Research additional grants and other funding sources for the long-term planning of large stormwater projects. • Begin design of the Mabry Ln Culvert Improvement project. • Adopt an updated Floodplain Overlay District Ordinance and approved by DCR. • Complete design of the Scott Alan Circle Stream Restoration and Channel Improvements project.
