NARRATIVE

The Stormwater Fund is dedicated to enhancing stormwater infrastructure to safeguard public safety, maintain property values, and promote environmentally responsible practices. It supports various initiatives aimed at mitigating the effects of urban stormwater runoff. These initiatives include public education and outreach, detection and elimination of unauthorized discharges, control of runoff during and after construction projects, and maintaining proper management practices at municipal facilities. The Fund also covers professional services for reviewing site plans, as well as the planning, monitoring, mapping, and improvement of the storm drainage system and the best management practices used to manage stormwater effectively. FY 2024-2025 ACCOMPLISHMENTS • Completed the design of Harding Avenue stormwater and pedestrian improvement project. This project will improve the storm drainage and pedestrian facilities from the Apartment Heights complex to beyond Windsor Hills at the Town limits. • Inspected existing stormwater facilities and continued to work closely with private property owners to provide guidance on ways to maintain their existing stormwater facilities. • Updated the Town-wide GIS storm drain database to include new infrastructure. • Passed a DEQ Audit of the MS4 Program. • Initiated a storm pipe TV inspection pilot program. Information regarding the condition of underground pipes will help to prioritize sewer replacements to minimize unexpected failures particularly within major roadways. • Reviewed new site plans for state and local stormwater compliance. • Inspected new development sites to confirm that stormwater systems are constructed consistently with the design plans prior to final occupancy. • Submitted the 2023-24 MS4 Annual Report, which was approved by the Department of Environmental Quality (DEQ). This report documents the Town’s completion of the forty three (43) annual requirements for Virginia Pollutant Discharge Elimination System (VPDES) water quality compliance. FY 2025-2026 OBJECTIVES • Finish construction for the Harding Avenue stormwater improvement project. • Submit the 2024-25 MS4 Annual Report to DEQ for acceptance. • Continue a public storm drain structure inspection program to identify failing storm drain structures and flag them for repair. • Continue the private stormwater facility inspection program and continue to work closely with facility owners to improve the condition of privately owned stormwater facilities. • Start the Webb Street stormwater project design. • Begin construction of the Ardmore Street stormwater project.
