Announcements • Prayer Chapel & Prayer Requests : The Diocesan Chapter of the Daughters of the King invites you to visit the Convention Prayer Chapel in the Tinker Room. The chapel is open at all times to individuals who desire a silent and contemplative place to pray. Prayer requests may be made at any time online using the following online prayer card: https://dioswva.wufoo.com/forms/q3bjqf70ngw8hv/. • Registration: In-person registration including paying for meals continues at the hotel until 2:00 p.m. on Friday, January 26, 2024. To register, please visit see the check-in table in the Crystal Court lobby. If you need assistance, you may also email Sally Parker Willmore at spwillmore@dioswva.org. • In-Person Business Sessions for Delegates: All formal business proceedings of this year’s Convention will take place in-person . The in-person meeting format means delegates who desire to exercise voice and vote during business sessions must be present in-person in the Roanoke Ballroom at the Hotel Roanoke. All registered and certified clergy delegates may participate in business sessions. To be certified, delegates must check-in with the Convention Registrar, Kristen Hester. • Delegate Check-In and Certification: After registering in advance online, delegates must be certified by the Convention Registrar Kristen Hester at Convention Check-In. Once certified, you become a “live” delegate and can begin to participate in formal business sessions. If certified, you may also vote in elections for offices such as Standing Committee and Disciplinary Board. If you have check-in or certification questions, please email Kristen at khester@dioswva.org. • Voting Electronically for Elected Offices: This year, elections for offices such as Standing Committee and Disciplinary Board will be facilitated by electronic ballot. You must be a registered and certified delegate to vote. Certification will be in-person only at the hotel, so you must be present at the hotel to vote. At designated polling times, electronic ballots will be emailed to all certified delegates. If you are a delegate and it appears for any reason that you did not receive a ballot by email, please check your SPAM or Promotions folders to make sure ballot emails are not accidently filtered by your email provider. If you check these folders and still have issues, please email Kristen Hester. • Watching Convention Online: Saturday’s morning program and Sunday worship may be viewed online via livestream on the diocesan YouTube Channel at https://www.youtube.com/@DioSWVA. There will be no livestream of business sessions this year. • Keynote Speaker: This year’s keynote speaker is The Rt. Rev. Hector Monterosso, former Bishop Diocesan of Costa Rica and current Bishop Assistant in the Diocese of Texas. Bishop Hector will address the convention during Saturday’s morning program. You can read about Bishop Hector here: https://www.epicenter.org/the-rt-rev-hector-f-monterroso-bishop-assistant/. • Sunday Eucharist: A diocesan-wide Convention Eucharist will take place in the Roanoke Ballroom at 10:00 a.m. Sunday, January 28. All are welcome in-person or online. Delegates, alternates, and other diocesan leadership are expected to attend. Bishop Mark Bourlakas will preside. Bishop Hector Monterroso will preach. Clergy present in-person are invited to vest and process. Canon Pattie Ames will line up clergy for the service. Vestments are cassock, surplice, and green stole. Newly elected Standing Committee members and Disciplinary Board members will be commissioned during the service. Newly elected leaders should arrive in the ballroom around 9:30 a.m. and check-in with the Master of Ceremonies, Canon Jonathan Harris. Churches throughout the Diocese are to use the service livestream as the principal service for Sunday, January 28. • Rise Against Hunger Food Pack: A Rise Against Hunger Food Pack for youth and adults will be the principal Convention workshop this year on Saturday, Jan. 27. The pack will take place in the Shenandoah Room beginning with an orientation at 1:15 p.m. The packing process itself will run from 1:30 p.m. to 3:00 p.m. Adults including delegates who participate in the pack need to plan on packing until 3:00 p.m. Don’t fret if you’re a delegate, business won’t start without you. The start of business may be adjusted to accommodate. Donations for the pack are encouraged: http://tinyurl.com/27jzdxyp. • Other Workshops: There will be 2 additional workshops offered this year from 1:15 p.m. to 2:45 p.m. on Saturday: a Becoming Beloved Community workshop in the Buck Mountain Room and a Stewardship Workshop in the Mill Mountain Room. See the back of this booklet for more information. • Saturday Evening Bluegrass Music: Bluegrass and roots music will be provided by The Mckenzies (https://www.mckenziemusic.com/) during dinner in the Roanoke Ballroom starting at 7:15 p.m. on Saturday night. Music is free and open to anyone. • Exhibit Hall: The Exhibit Hall will be in the Crystal Ballroom this year. This is the best and only appropriate place for parishes, institutions, non-profits, and others to offer handouts, solicitations, sharing information about parish ministries, and selling goods and services. Please contact John Shaner, Exhibit Hall Coordinator for more information at jshaner@salemva.gov. • Orientation for All Delegates: An orientation for all delegates will be held at the beginning of business on Friday, January 26 at 1:15 p.m. Chancellor Loftis and Canon Furlow will review both the procedural and technical aspects of how to participate in Convention this year. • Substitutions of Alternates: Lay alternates who are listed on each parish’s Certificate of Election may serve as a substitute for a delegate if their rector (or senior warden) formally certifies the substitution with Convention Registrar Kristen Hester. Rectors (or senior wardens) may also email Kristen with certification changes in regard to delegate-alternates substitutions at khester@dioswva.org. • Business Session Seating: All business sessions will take place in the Roanoke Ballroom. Delegates and alternates may sit at the round tables. Visitors and guests may sit in the rows of seats along the back and sides of the room. Tables in the ballroom are to remain free of advertisements, solicitations, and handouts not otherwise distributed by Convention staff or volunteers. Alternates who are not actively checked in as “live” delegates for business may not participate in voice votes. • Convention Meals: The 3 major meals of Convention will take place in the Roanoke Ballroom at designated times in the agenda. The cost of all 3 meals (Friday dinner, Saturday lunch, and Saturday dinner) is included in the Convention registration fee. Color-coded meal tickets are included with each registered person’s nametag. Please present your ticket when going through the buffet line. All meals are buffets. Those with particular dietary restrictions will receive a special table tent at check-in. • Convention Committees : The Convention Committees including Constitution & Canons, Finance, and Resolutions will meet only as needed. If there are meetings, they will likely occur just after the end of business on Friday. Please contact The Rev. Canon Mark Furlow at mfurlow@dioswva.org if you have questions about these 3 committees. • Standing Committee: The committee with its newly elected members will meet after the business session on Saturday at the head tables for about 15 minutes, not Sunday after worship. • Youth@Convention: Y@C will take at the St. John’s, Roanoke this year. Robert’s Rules of Order

The general rules of parliamentary procedure set forth in the latest edition of Robert's Rules of Order shall govern the conduct of Convention except if there are other procedures provided by the Diocesan Constitution or Canons or as modified by (i) a motion or Rule of Order proposed by a Committee and approved by a majority of delegates present and voting; or (ii) the unanimous consent of the delegates present and voting. The following summary was prepared from the Introduction to the 12 th Edition of Robert's Rules of Order and from information available from www.robertsrules.org. Parliamentary Law is a set of rules for conduct of meetings designed to “enable assemblies of any size, with due regard for every member’s opinion, to arrive at the general will on the maximum number of questions of varying complexity in a minimum amount of time and under all kinds of internal climate.” Organizations using parliamentary procedure usually follow a fixed order of business. Below is a typical example: 1. Call to order. 2. Establishment of a quorum to transact business. 3. Officers reports 4. Committee reports. 5. Special orders (Important business previously designated for consideration at this meeting). 6. Unfinished business. 7. New business. 8. Announcements. 9. Adjournment. The method used by members to express themselves is in the form of motions. A motion is a proposal that the entire membership take action or a stand on an issue. Individual members can:

There are four Basic Types of Motions: 1. Main Motions: The purpose of a main motion is to introduce items to the

membership for their consideration. Main motions cannot be made when any other motion is on the floor, and they yield to privileged, subsidiary, and incidental motions. 2. Subsidiary Motions: Their purpose is to change or affect how a main motion is handled and are voted on before a main motion. 3. Privileged Motions: Their purpose is to bring up items that are urgent about special or important matters unrelated to pending business. 4. Incidental Motions: Their purpose is to provide a means of questioning procedure a. Wait until the last speaker has finished b. Rise and address the Chair c. Wait until the Chair recognizes you a. Speak in a clear and concise manner. b. Always state a motion affirmatively. Say, "I move that we ..." rather than, "I move that we do not ...." c. Avoid personalities and stay on your subject. 3. Wait for someone to second your Motion 4. Another member will second your motion or the Chair will call for a second. 5. If there is no second to your motion, it dies. 6. By Ballot -- Members write their vote on a slip of paper or submit their vote through an electronic voting system. This method is used when secrecy is desired. There are two other motions that are commonly used that relate to voting. 1. Motion to Table -- This motion is often used in the attempt to "kill" a motion. The option is always present, however, to "take from the table," for reconsideration by the membership. 2. Motion to Postpone Indefinitely -- This is often used as a means of parliamentary strategy and allows opponents of a motion to test their strength without an actual vote being taken. Also, debate is once again open on the main motion. Parliamentary Procedure is the best way to get things done at your meetings. But it will only work if you use it properly. 1. Allow motions that are in order. 2. Have members obtain the floor properly. 3. Speak clearly and concisely. 4. Obey the rules of debate.

2024 CONVENTION NOMINEE PROFILES Delegates will elect new members to positions of diocesan leadership. All nominees were invited to provide a digital photo and to respond to the following question: In 150 words or less: If elected, I would bring the following strengths to this position. Standing Committee, Lay Member

Stephenia Tibbs, Stras Memorial, Tazewell I am a cradle Episcopalian. I am a retired Property and Casualty Insurance Claims Adjuster with strong communication and organizational skills. My prior profession will help enable me to review every situation as it presents itself. I am currently serving at Stras Memorial in Tazewell, VA as Senior Warden, Lay Reader and am currently serving on the Southwestern Virginia Episcopal Fund Board, and a member of the Appalachian Alliance in Southwest Virginia. While serving at other Episcopal Churches in West Virginia and the Tidewater Area of Virginia, I have served on Vestry and as a lay delegate to convention. The Alliance is a unique group of churches, or families, seeking to grow the Episcopal Church in Southwest Virginia. If I were elected to the Standing Committee, I would be proud to bring to the Committee a different way of thinking, taking into account, the different views of this new adventure-The Alliance.

Martin Siebken, St. John’s, Waynesboro I have been a member of St. John's, Waynesboro for 33 years and have worn many hats during that time including vestry membership, youth leader, and EFM Mentor. I have also served as a Convention Delegate for St. John's, and I am very familiar with the polity of the Episcopal Church and the Diocese of Southwest Virginia. Professionally I have held leadership roles in both operational and project planning and execution at a large manufacturing facility. I also serve on the Augusta County Recycle Board and chair the steering team for the Church World Service CROP Hunger Walk in Waynesboro/East Augusta County. If elected, I will serve to the best of my abilities.

Peggy Whitehead, Grace, Massies Mill As a long time member of Grace Church, Massies Mill, I have served our congregation in a number of capacities, including Vestry , choir, altar guild, as chair of the most recent Search Committee. I have also had the opportunity to represent Grace at a number of Diocesan Councils and Conventions in the past, and enthusiastically bring the small church perspective in whatever capacity I serve. Recognizing and supporting the importance of the Diocese and its role in our Episcopal Church life, I would be honored to serve on the Standing Committee.

Andrew Cochran, Saint James, Roanoke My involvement in the diocese began in 2009 when I became the Organist and Director of Music at St. James, Roanoke. My years of experience in Organizational Development as a Diversity Practitioner and as the current Director of Elections and General Registrar for Roanoke City have afforded me opportunities to live my baptismal vows, serving people daily from all walks of life. The opportunity to participate in EFM and Sacred Ground was life changing and informs how I show up and respond in all situations. As a previous delegate to Diocesan Convention, I am familiar with the Diocesan structure and process of decision making. I have a collaborative working style and greatly value diversity of thought and perspectives in making decisions. Through my professional work I have developed strong critical thinking, good judgment in decision making, communication and organizational skills that would equip me to serve effectively on this committee. If elected, I will serve the Bishop and this diocese faithfully and effectively with integrity and purpose.

Standing Committee, Clergy Member

The Rev. Boyd Evans, St. Thomas, Abingdon The Standing Committee is responsible for reviewing matters of ordination, clergy discipline, and property transactions for the diocese and its parishes. I was installed as rector of St. Thomas in Abingdon in 2016 and serve as the Dean of the Abingdon Convocation. If elected, my current experience on the Executive Board, Campus Ministry Working Group, and the Becoming Beloved Community Guiding Team will contribute significantly to this role. I was a delegate to General Convention in 2022 in which I was a sponsor of legislation on racial reconciliation. Before ordination, I held a career in physics and engineering at the Oak Ridge National Laboratory and was involved in leadership and youth ministry in my local parish, St. Stephen’s Oak Ridge. It would be an honor and great privilege to follow the guidance of the Holy Spirit as a member of the Standing Committee of the Diocese of Southwestern Virginia.

The Rev. Katherine Doyle, Emmanuel, Covington & Hot Springs, St. Luke’s I would be honored to serve on the Standing Committee for the Diocese bringing my strengths of listening, organization and experience serving small and large parishes as well as working on the Diocesan staff. I have been canonically resident here for2 years serving now as Priest-in-Charge serving both Emmanuel, Covington and St. Luke's Hot Springs as well as chaplain at Boys Home of Va. Additionally, I serve on the board of the Covington Women's Club (treasurer), Randolph College Board of Trustees, and the Alleghany Arts Council Board. Prior to moving to this Diocese I served as rector of St. Thomas Episcopal Church for just shy of 7 years and Coordinator of Youth and Young Adult Ministries for the Diocese of Kentucky. In Kentucky I served on Trustees and Council for two terms, President of the Central Louisville Community Ministries Board, Chair of Formation Committee, and member of Racial Reconciliation Board. 17

The Rev. Allison Caudill, St. Mark’s, Clifford & Massies Mill, Grace I have had the privilege to serve St Mark's, Clifford and Grace, Massies Mill since 2021, and in that time we have learned a lot together about the needs and experiences of small parishes and what God is calling us to do in this new season of Church history. I believe that what we've learned is important for the work of our Diocese and the wider church, and I would be honored to represent the smaller and more rural communities of our Diocese on Standing Committee. I currently serve as Secretary of the Trustees of the Funds Board, co-convener of Amherst Refugee Ministries, and am an active participant in the ministries of the Lynchburg Convocation.

The Rev. Scott West, Christ, Blacksburg The Diocese of Southwestern Virginia has been my home for the past 16 years, during which I have served as Rector of Christ Church, Blacksburg, a little more than half of my ordained life. During my time in this diocese, I have served on a variety of boards and committees, including a previous term on the Standing Committee, and currently serve for the second time as the Dean of the New River Convocation, the Diocesan Historiographer, a member of the Southwestern Virginia Episcopal Fund, and as a member of the Commission on Ministry and chair of the Board of Examining Chaplains. I believe I have the ability to see viewpoints and issues from a variety of perspectives and work collaboratively with others.

The Rev. Karin MacPhail, St. Elizabeth’s, Roanoke I would welcome a chance to serve on the Standing Committee of our diocese. I have been a priest for 19 years, and I've served as rector of St. Elizabeth's for the past six years. I currently serve on the Commission on Ministry and Trustees of the Funds in this diocese. I have served as President of Trustees of the Funds, served a term on the board of the Southwestern Virginia Episcopal Fund, and was elected to serve as a General Convention Deputy. Before coming to this diocese, I previously served both small and large parishes in the Diocese of Virginia.

Disciplinary Board, Lay Member

Steven Palmer, St. Mark’s, St. Paul I have several years experience in manufacturing management as well as being a VA State Trooper in my early years. I believe my background in personnel management and law enforcement would be an asset in finding the problem in the event an investigation is warranted.

Susan Palmer, Trinity, Staunton I was trained as a lawyer but found my calling in higher education, as dean of student affairs and admissions at Washington and Lee, the University of Virginia, and the University of South Carolina’s law schools. At Trinity, Staunton, I am a chorister and have served twice on the vestry, and on the long-range planning, architecture, Christian education, and parish life committees. As a parishioner at St. Martin’s-in-the Fields in Columbia, South Carolina, I was a chorister, vestry member, junior warden, and diocesan delegate. In the Diocese of Upper South Carolina, I was a member, vice president, and president of Diocesan Executive Committee and Standing Committee and chaired the Commission on the Diocese (finance and property) and the Constitution and Canons Committee. I believe that I could bring to service on the Disciplinary Committee an appreciation for fair process, a compassionate listening ear, and a deep love for our Episcopal Church.

Martin Tolhoek, Grace, Lynchburg Born in The Netherlands and raised in the Dutch Reformed Tradition, I became Episcopalian in the late 1970s. Professionally, I spent a lifetime as a Hospitality specialist, with emphasis on Hotel Franchising. After some years in local hotel and restaurant management positions, I spent more than 20 years and finished my career with a large International Hotel Company. My family and I lived in Florida for 15 + years, before relocating to Virginia, where I have lived for more than 37 years. In 2010 I lost my wife Kay. Our daughter Jennifer and son Jon live in Florida and California. In the late 1980’s we became active members of Grace Memorial, Lynchburg. I have served on several vestries both as Senior and Junior Warden, and am active in the Men’s Group. Grace House On The Mountain has been an important part of my life. I have served on the board of Grace House and directed several successful fundraising missions. My immediate goals include supporting my local parish and diocese as I am best able.

Thomas Copenhaver, St. Paul’s, Salem What an immense responsibility this position entails; working to discern an outcome where all interests are protected under Church Canons. It would be an honor to serve the DIOSWVA. We all hope, never to be involved in the convening of a disciplinary board. However, were a case to arise, as a retired Navy Captain who served as a career Judge Advocate; I have a background that has prepared me well to handle the complexities that occur during disciplinary matters. Having processed many sensitive personnel matters, I have ensured the cases were handled with respect for all involved. I am currently serving as Parish Treasurer, Historian, and Endowment Board Member. Additionally, as Salem Museum Board Director, Glenvar Rotary Club Treasurer, and Vice Chairman, Salem Board of Zoning Appeals. Completed undergraduate work at W&M and a law degree at Richmond. My wife Cathy and I live in the old St. Paul’s Rectory. Fr. Bob is my father.

Disciplinary Board, Clergy Member

The Rev. Emily Edmundson, The Appalachian Alliance I have had the privilege of serving Christ, Marion since 2012. In 2024 I will be assisting the Appalachian Alliance with services to four Episcopal Churches in far southwest VA. I currently serve on the Commission on Ministry, and I am on the Boards of the Mountain to Mountain Partnership and Grace House on the Mountain. If elected, I will bring years of Diocesan experience to the Disciplinary Board with a firm commitment to serving God in his church.

The Ven. Brian Hutcherson, Non-Parochial I am not worthy to judge any person. We all make mistakes. But sometimes a person can lose their way and follow the wrong path. Bringing them before the church may be just what they need to wake-up, and realize the road they are taking. The scriptures say, "Never accept any accusation against an elder except on the evidence of two or three witnesses" (1 Timothy 5:19 NRSV). This Board helps us to maintain healthy boundaries and keep our parishes safe. I believe in justice and discipline. But I also believe in restoration and reconciliation. It is by God's grace and mercy that each of us are given another chance. My first term on the Disciplinary Board is coming to an end. I would be glad to give someone else a chance to serve.

The Rev. Matt Rhodes, St. Stephen’s, Forest Born and raised in the Diocese of Southwestern Virginia, I returned home to Lynchburg after accepting the call to serve at St. Stephen's in Forest in 2021. A member of the board for Grace House on the Mountain, I also serve on the board of directors and as chair of the Members and Friends Committee of Interfaith Outreach Association in Lynchburg and as a member of the Parent and Family Advisory Committee, the President’s Advisory Council, and the curriculum committee for the LIFE@Lynchburg program, all at the University of Lynchburg. As much as the word “disciplinary” is clearly visible in the name of the body for which I’m standing for election, perhaps the greater and more important unwritten word is “pastoral.” I feel that by offering myself for election to the Disciplinary Board, I’m following a call to exercise my pastoral and discernment skills in collaboration with the other members in seeking resolution, reconciliation, and healing in the situations brought before the board .

The Rev. John Adams, Christ, Martinsville I have served Christ Church, Martinsville, as Rector since February 2022, following more than seven years as a priest in the Diocese of Nebraska, where among other things I spent four years on the Executive Commission and Bishop & Trustees (overseeing Diocesan finances and related issues). While I have no personal experience of a formal disciplinary process, I have offered informal pastoral support to both clergy and laity going through a process, and, as part of recent conversations around Title IV revision possibilities, I’ve spent more time looking at Title IV than I (or most people) ever want to. I thus hope that, if elected a member of the Disciplinary Board, I would bring to the table a necessary combination of pastoral sensitivity and canonical attentiveness.
