PRESIDENT’S LETTER

Our region is experiencing a reinvigoration, a renaissance of sorts. Our economic base is diversifying while honoring our history but looking to an exciting future. Many enjoy living, working and playing in our mountains and experiencing the best of life. These are the same generous people who make the Community Foundation of the Virginias, Inc. what it is today. Yes, it is all about the wonderful people who call our region home. Our 30 -year anniversary was celebrated and was a tremendous milestone. Our 30/30 Campaign kicked off asking for a dollar for each year. Donors stepped up and Norfolk Southern graciously matched the funds which were raised, dollar for dollar. During the year, generous donors endowed 3 new funds supporting education and history. Also, donations in honor or memory of others received by the foundation continued to trend higher. We are proudest of what has been given back to our community. A record total of $1,035,000 was awarded in scholarships and grants for 2023! These dollars ripple through our community supporting education, health, arts and human services. While our success stands on the shoulders of those before us, The Community Foundation lost 3 very important members. They gave deeply of their time and resources to this foundation and many other worthwhile causes. Please join us in fond remembrances of Nick Ameli, Richard Ammar and Betty Bailey. HIGHLIGHTS FOR 2023

New Funds:

• The Bailey Fund for the Historic Crab Orchard Museum was established from the estate of Betty Bailey to support the museum. • The Garton-Butler Scholarship Fund was established by Deborah Garton and Fred Butler for graduating seniors who will be attending college or vocational training with special attention given to those interested in a career in law enforcement. • The Vain Colby Rising Star Scholarship Fund was established in memory of Vain Colby to provide scholarship assistance to students pursuing a career in performing arts through post-secondary study at a liberal arts college or a performing arts academy. • In 2023, a record total of $616,005.11 for grant funding was awarded by the Foundation Board of Directors for applicants and donor advised funds, donor designated funds and pass-through funds. • The Board also approved 199 scholarship awards for 129 area students that totaled $419,000.00 • The Foundation awarded $1,035,005.11 in 2023, a record total for a single year. Grants and Scholarships:

GRANTMAKING The Community Foundation of the Virginias, Inc. awarded a record total of $616,005.11 in grants to area non-profits in support of their beneficial projects in 2023. In the Foundation’s 27 th year of grantmaking, an investment of more than $4 million has been awarded for area projects. The Foundation truly appreciates the diligence of the active members of the Grants Committee in reviewing and evaluating the applications and preparing the awards recommendations for the Foundation’s Board of Directors. The Committee members are: Chairperson Kathleen Blaydes, Mary Jo Babbitt, Gene Bailey, Deborah Garton, Craig Hammond, Cathy Corte Payne, Mike Swatts, Peter Taylor and Daniel Wells. Information for Grant Seekers The Community Foundation of the Virginias, Inc., awards discretionary and field of interest grants to 501(c)(3) and other non-profit organizations in four areas of charitable giving: Education, Health, Human Services, and Arts and Humanities in Mercer County, West Virginia and Tazewell County, Virginia and surrounding area. GRANTS The Board of Directors of the Community Foundation of the Virginias, Inc. approved 63 Grant Applications for a total of $426,776.52; six (6) Donor Designated Grants for $6,299.17; eleven (11) Donor Advised Grants for $46,800.00. A total of $479,795.69 was approved by the Board. In addition, $126,209.42 was paid through a Pass-Through Grant from the Michael Christopher Smith Fund and $10,000 was paid through the Bailey Historic Crab Orchard Museum Fund. SCHOLARSHIPS In the 2023 Scholarships Cycle, the Board of Directors of the Community Foundation of the Virginias, Inc. approved 199 scholarship awards from 47 endowed funds. These awards totaled $419,000.00. Seventy-nine graduating high school seniors from area high schools and two current college students received 150 awards; while 33 previous recipients qualified for renewals of their scholarships, with an additional 16 college designated awards given. The Foundation appreciates the diligence of the Scholarships Committee in reviewing and evaluating the applications and preparing the awards recommendations for the Foundation’s Board of Directors. Board Members serving on the Scholarship Committee are: Chairman Tom Chaffins, Gene Bailey, Deborah Garton, Cathy Corte Payne, and Peter Taylor, along with community members; Lisa Lineberry, Sharon Webster and Cathy Zimmerman.

ENDOWMENT FUND OPTIONS

Individuals, families or groups may wish to establish a permanent endowment fund. Donors may select the type of fund that best suits their charitable interests, name the fund, and determine how to fund it. A minimum of $10,000 is required to establish a fund. BUILD-A-FUND The Foundation’s Build-A-Fund option enables donors to develop a charitable fund over time. This opens the door to those who would like to give back to the community, but have felt philanthropy was out of reach. The fund is established by making tax-deductible contributions of $2,000 or more for up to five years. UNRESTRICTED This type of fund provides the Board of Directors the most latitude and flexibility in responding to changing community needs in the broadest areas of charitable interests for the present and future. FIELD-OF-INTEREST This type of fund addresses the particular areas of charitable interest or needs of the donor, but does not limit grants to a particular nonprofit organization. DONOR-DESIGNATED This type of fund allows donors to name one or more specific nonprofit charitable organizations or area of need to receive grants from the fund. DONOR-ADVISED This type of fund allows donors or an appointed Advisory Committee to make periodic recommendations for grant distributions from the fund. ORGANIZATION ENDOWMENT This type of fund allows nonprofit organizations to establish a named permanent endowment fund for their own benefit within the Foundation, rather than establishing and managing a separate fund or foundation. SCHOLARSHIP This type of fund provides opportunities for donors to aid area students in furthering their education. GIVING OPTIONS The simplest way to make a gift to the Foundation is with cash, however, there are many giving options available to make a lasting contribution to the community.

APPRECIATED SECURITIES With a gift of appreciated securities (stocks and bonds), you avoid the capital gains tax that would be imposed if you sell the securities yourself, and you can take an income tax deduction. OTHER APPRECIATED ASSETS Please contact the Foundation to discuss gifts of closely held stock, real estate, or other appreciated assets. BEQUESTS Establishing a fund at the Foundation is a popular planning technique. Designate a certain amount or percentage of your estate to the Foundation. Such bequests are usually fully deductible under estate and inheritance laws. The Foundation will work with your attorney to establish your bequest. PRIVATE FOUNDATION TRANSFER Managing a family or private foundation can sometimes prove costly and difficult. The assets of a private foundation can be transferred to the Foundation where its identity and purpose can be maintained. Family members can serve as advisors, and the fund is relieved of excise taxes and other requirements. DEFERRED GIFTS Gifts of life insurance, gifts from retirement accounts, charitable gift annuities, charitable remainder trusts, and charitable lead trusts are among the many ways to create a fund that carries out your charitable interest. In Memory of Three Long Time Board Members This year has been a year of sorrow, as three long-time devoted friends of the Foundation passed away. Their contributions to the Foundation are immeasurable, and they will be missed. Richard F. Ammar – Richard was a founding member of the predecessor of the

Community Foundation, the Bluefield Area Foundation, in 1993. He served as its president for seven years, and from then until his death he was active in the operation of the Foundation, serving on the Finance and Investment Committee and other committees for many

years. He was involved in starting two endowed funds with the Foundation, “The Ammar Family Memorial Fund” supporting beautification projects in Bluefield, and “The BHS Class of ‘56 Fund” that provided funding for the needs of Bluefield High School. He was also an annual contributor to the Foundation. Richard was 85 years old. Nick Ameli, Jr. – Nick formally joined the Bluefield Area Foundation, in 1997, which was the predecessor of the Community Foundation. He served on its Board of Directors until 2003, and also served as the Foundation president from 2001 to 2003. He began serving on the Finance and Investment Committee in 2002, and served on it until last year. Nick also served on other committees through the years. He was well known as the emcee at the Foundation’s Annual Dinner, a job he was kind enough to perform for many years. He was also a devoted contributor to the Foundation. Nick passed away in May at age 84. Betty Gardner Bailey – Betty was one of those people involved in the Community Foundation’s predecessor, the Bluefield Area Foundation, when she brought expertise from previous positions she had held to the new organization. Her knowledge was an important contribution in those early years. She began serving on the Board of Directors in 1993, the year the Foundation was formed. She held the position of corporate secretary from 1995 until 2022. Betty also chaired the Grants Committee for several years. She also formed one of the first funds within the Foundation, focused on supporting the arts and humanities in the area. She passed away in January at the age of 100.

The Community Foundation of the Virginias recently marked a significant milestone, celebrating three decades of dedicated service and community development. In honor of this anniversary, we launched the "30 for 30" campaign, an initiative that invited the community to partake in the spirit of giving, suggesting a modest donation of one dollar for each year of the Foundation's impactful presence. The response was heartwarming, with contributions amounting to $7,400. The campaign's success was further amplified by the generous matching donation from Norfolk Southern Corporation , doubling the total to $14,800 . This act of corporate partnership not only bolstered the campaign's outcome but also underscored the shared commitment to fostering community growth. The Foundation expressed gratitude for every contribution, acknowledging that each donation represents a shared belief in our mission and a collective investment in the community's future. The "30 for 30" campaign stands as a testament to the power of community collaboration and the enduring impact of sustained philanthropic efforts.

Foundation History

T

he Community Foundation of the Virginias, Inc. was formed by a merger of the Bluefield Area Foundation and the Greater Mercer County Charitable Foundation in June 2002. This joining together of talent, ideas, energy, and resources allowed the Foundation to better and more fully serve the residents of Mercer County, WV and Tazewell County, VA. Each of the organizations had a strong and established history of serving the charitable needs of the community. The Bluefield Area Foundation was established in 1993 and had experienced sustained growth due to the dedication and leadership of Foundation volunteer directors. A wide variety of non-profit organizations, providing health, human services, educational, and cultural programs, have directly benefited from grants awarded from the Foundation. The Greater Mercer County Charitable Foundation was founded in 1998. It was established to address the changing and varied needs of the community, and to provide assistance in the areas of education, the arts, health services, human services, and recreation, and to provide a number of college scholarships to area students. The efforts of the GMCCF have enhanced and improved the Greater Mercer County area. In March 2003, the Community Foundation of the Virginias announced the first grant recipients of the newly formed organization. The awards were made utilizing a competitive grants program and were administered by the Grants Committee. This committee was comprised of Foundation Directors and community members. Through the Grants Cycle in 2023, the Foundation’s Grants and Scholarships Programs have awarded over $5,635,000 to its communities. These awards have benefited a wide variety of programs, individuals, organizations, schools, and service groups. The flexibility of the Community Foundation ensures that the best programs and organizations continue to receive funding, while allowing for support of new programs and ideas as the community evolves. Philanthropic efforts are available to all through the Community Foundation of the Virginias. By pooling assets, supporters of all financial levels can join in support of their community. The Foundation provides an array of giving opportunities: memorial gifts, honorary donations, the establishment of new funds for named individuals or causes, legacy gifts through donations from estate planning, as well as monetary gifts of all sizes. The Community Foundation of the Virginias is just one example of the communities in Mercer and Tazewell counties joining together with the common goal of community improvement for all. Through the combined efforts of all area citizens, the community continues to grow and improve for today and the generations of tomorrow.
