2018-R.4 (continued) WHEREAS, the Annual Convention of the Diocese of Southwestern Virginia believes it is in the best interest of the Diocese to sell the property located at 606 Tyler Avenue to RUF, and to continue the campus ministry at Radford University utilizing property leased from RUF as set forth above; NOW THEREFORE BE IT RESOLVED that the 99 th Annual Convention of the Diocese of Southwestern Virginia hereby authorizes the sale of the property located at 606 Tyler Avenue to the Radford University Foundation for a price to be negotiated between the Executive Board and the Radford University Foundation, on the condition that such price is not less than $465,000.00; and BE IT FURTHER RESOLVED that the proceeds from the sale of the property located at 606 Tyler Avenue shall be designated for campus ministry activities in the Diocese of Southwestern Virginia, and shall be invested with Trustees of the Funds of the Protestant Episcopal Church in the Diocese of Southwestern Virginia, Inc. for these purposes; and BE IT FURTHER RESOLVED that the sale of the property located at 606 Tyler Avenue shall be contingent upon the Diocese (through the Executive Board) negotiating a suitable lease agreement by which the Diocese would lease the 606 Tyler Avenue property, or another property owned by the Radford University Foundation, for a period of not less than 2 years after the date of sale, for the purpose of continuing to develop an Episcopal campus ministry in collaboration with Grace, Radford; and BE IT FURTHER RESOLVED that the Executive Board of the Diocese, with the assistance of the Higher Education Advisory Group and in collaboration with Grace, Radford, is directed to develop a letter of understanding that outlines ministerial guidelines and responsibilities for the future Episcopal campus ministry at Radford University; and BE IT FURTHER RESOLVED that the Executive Board is hereby authorized and directed to take such actions as may be necessary in order to give effect to this Resolution; and BE IT FURTHER RESOLVED that the actions of the Executive Board in effectuating this Resolution are deemed to be ministerial in nature, as being necessary to carry out the will of this Convention, and the amount of the sale of the property located at 606 Tyler Avenue, as well as the investment of the proceeds of such sale, shall be in addition to the annual dollar amounts entrusted to the discretion and direction of the Executive Board under the Canons of this Diocese. [Two addendums have been developed in conjunction with this resolution that articulate (1) the lease-sharing arrangement between the Diocese and RU, and (2) the collaborative ministerial arrangement between the Diocesan Higher Education Ministry and Grace Episcopal Church, Radford clarifying details regarding the financial and programmatic aspects of the campus ministry at RU. Additionally, a contingency of sale letter drafted by Bishop Bourlakas and signed by President Brian Hemphill of RU states the university’s guarantee upon sale of the rental 606 Tyler Avenue or some another suitable property back to the Diocese for up to 12 years.]
